Job objective:

The Social Cohesion and Peacebuilding Officer: An expert in peacebuilding and social cohesion will put their technical expertise at the service of DCA within the framework of the intervention “Youth for Peace: Community Reintegration and Reduction of Violence within the framework of DDRR in CAR” funded by the European Union (EU), but may also come to support other DCA projects and activities in CAR.

Under the leadership of the Project Manager (EU) and in collaboration with stakeholders (partners, social workers), the Social Cohesion and Peacebuilding Officer will contribute to all stages of the project cycle and ensure proper follow-up of beneficiaries in all intervention areas.

Roles & Responsibilities:

Monitoring and coordination

  • To ensure continuous monitoring of the socio-political and humanitarian context, including conducting conflict-sensitive and gender-sensitive analyses,
  • Contributing to local conflict analyses and the identification of risks and opportunities for social cohesion and peacebuilding,
  • Participate in relevant coordination mechanisms (OCHA, clusters, sectoral working groups, local and national authorities) and represent DCA on the themes of Peacebuilding and social cohesion,
  • To ensure close collaboration with State Technical Services and local authorities, while maintaining constructive working relationships,
  • Ensuring the consistency, complementarity, and alignment of DCA’s interventions with those of other actors operating in the same areas or on the same themes,

Implementation of activities / control and supervision

  • Supporting the participatory and inclusive selection of beneficiaries and targeted community structures,
  • Develop weekly and monthly plans for social cohesion and peacebuilding activities in coordination with the project manager,
  • Ensure that activities are implemented in accordance with DCA’s quality standards and donor requirements, systematically integrating conflict sensitivity, gender considerations, and the Do No Harm approach.
  • To train, supervise and support field agents, partners and local actors involved in the project in carrying out social cohesion and peacebuilding activities;
  • Providing technical support in peacebuilding and social cohesion, with an emphasis on strengthening the capacities of local NGOs, youth structures, and community initiatives,
  • Supporting youth structures and community actors in the development and implementation of local peace action plans,
  • Facilitating and leading training sessions, workshops, and community dialogues on conflict prevention, social cohesion, gender, human rights, civic space, and other related topics,
  • To contribute to strengthening the meaningful participation of women, youth, and marginalized groups in local peace processes,
  • To organize and support the implementation of local peace initiatives such as community dialogues, mediations, and local or national advocacy,
  • Prepare and submit terms of reference, status reports, provisional budgets and narrative reports relating to project activities,
  • To ensure the implementation and monitoring of social cohesion and peacebuilding activities in accordance with approved plans, quality and accountability standards, and within deadlines,
  • Ensure the proper use and compliance of the management and accountability tools entrusted to us, including databases, lists of beneficiaries, partner and service provider files,

Project management

  • Contribute to conducting sensitivity analyses regarding conflict and gender at different stages of the project,
  • Ensuring the technical quality of interventions in peacebuilding and social cohesion,
  • Identify, mobilize and strengthen the capacities of local actors, community leaders and focal points in social cohesion and peacebuilding,
  • Ensuring the meaningful participation of young people and communities throughout the project cycle, from design to evaluation,
  • Supporting the project manager on the technical aspects related to Peacebuilding in the development of project documents and proposals to donors,
  • Provide technical support for the project in conjunction with the project manager and the MEAL team, including data collection and adherence to deadlines.
  • Contribute to the development of concept notes, action plans and budgets in collaboration with the DCA RCA program team,

Reporting and writing

  • Contribute, in collaboration with the project manager, to the preparation of technical reports, progress reports and other project documents.
  • Participate in the drafting of internal reports, learning and knowledge management documents,
  • Supporting the development of concept notes, project proposals and budgets,
  • Contribute to the timely production of reports for donors,

Logistics, Human Resources and Administration

  • To provide direct support and technical guidance to field agents and partner staff involved in the implementation of social cohesion and peacebuilding activities,
  • Ensure compliance with DCA’s internal procedures regarding program, logistics, finance, human resources and administration.
  • Ensure the regular updating of project monitoring tools,
  • Monitor the receipt, quality, storage and use of materials and equipment related to project activities,
  • To ensure efficient and responsible management of the resources made available,
  • To promote internal communication, coordination, and active participation of all project team members,

Requirements :

  • Bachelor’s degree in social sciences (peacebuilding, sociology, anthropology, political science, community development or equivalent) minimum,
  • Minimum 3 years of experience in implementing peacebuilding, social cohesion, conflict prevention or transformation projects in fragile contexts within national or international civil society organizations, non-governmental organizations (NGOs),
  • Demonstrated prior experience in supporting community workers, including providing them with technical training in the areas of social cohesion and peacebuilding,
  • Prior practical experience in inclusive community work involving youth, women, community, religious and/or traditional leaders is required.
  • Additional training or certification in peacebuilding, conflict prevention, community mediation, social dialogue or social cohesion is considered an asset.
  • Proven experience working in the Central African Republic or in a comparable context, with a good understanding of local conflict dynamics.

  • Proficiency in common computer tools (Word, Excel, PowerPoint, Outlook) and data collection tools such as Kobo
