Médecins Sans Frontières, an international humanitarian medical association founded in 1971, provides medical assistance to populations whose lives are threatened: primarily in cases of armed conflict, but also epidemics, pandemics, natural disasters, and even exclusion from healthcare.
As part of a replacement and increased activity, the MSF France Mission is looking for a Social Worker in Montreuil.
Context :
In December 2017, MSF opened a reception center for newly arrived minors seeking legal recognition before the juvenile court. MSF currently has three operational programs in the Paris region:
- A day center in Pantin for unaccompanied minors (UMs), who have been refused departmental assessment, in their process for recognition of their minority (access to legal and social support, access to somatic and mental health care, referrals to common law)
- Around twenty accommodation places in houses in Montreuil for unaccompanied minors (girls and boys), particularly those with medical conditions (somatic or mental health), with educational support (sheltering during the appeal). Since mid-2024, the project has been refocused primarily on young unaccompanied minor girls seeking appeal.
- A mobile health monitoring team (currently operating 1 day/week) which provides free care to a vulnerable general public without social security coverage or access to care.
Main mission:
Within a team of social workers and under the responsibility of the Accommodation Manager, the social worker is responsible for the overall support (education, health, access to rights, professional integration, etc.) of young people who are referred to the “Passerelle” accommodation system, in collaboration with the multidisciplinary team at the Pantin center and in partnership with external services.
The social worker also contributes to the consolidation of the system, participates in spaces for reflection and implementation concerning the organization of accommodation and the care of young people.
Responsibilities:
Reception and management of daily life:
- Ensure the admission and reception of young people into the accommodation system.
- Create a quality and trusting relationship with the young people welcomed.
- Ensure understanding and respect for the framework, as well as the rules of life and safety.
- Involve young people in the accommodation in the organization of daily life and related tasks.
- Encourage the empowerment of young people accommodated, and support their integration into society.
- Participate in the management of accommodation (stock monitoring, food shopping, etc.)
- Organize community life and lead weekly meetings. • Animate the daily life of the accommodation by proposing and implementing actions involving young people, in order to encourage their autonomy and their involvement in community life. • Guarantee that the accommodation is kept in good working order and clean by involving young people.
Support for unaccompanied minors in appeal:
- Assess the needs of young people relative to their situation.
- In collaboration with the multidisciplinary team at the Pantin Centre: develop individualised projects structuring the support of young people, guaranteeing their participation and the expression of their choices, and ensuring the monitoring and support of young people in their administrative procedures (link to lawyer, support in court, access to rights), medical procedures (monitoring of appointments and progress), school and professional integration (initiating access to schooling with the young person and according to their project, explaining the steps for professional integration).
- Direct young people to external services corresponding to their needs and ensure the follow-up of these referrals as well as the various partnerships
- Guarantee the anticipation of the end of residential care (end of appeal to the judge, access to majority, ASE support) by supporting young people in carrying out the necessary steps to access the appropriate common law systems (different depending on whether ASE placement is obtained or not).
Teamwork and administration:
- Report to your superiors any problem related to the safety or health of young people.
- Report regularly to your superiors on your activity, including any participation in a meeting or external activity.
- Participate in team and individual meetings required by their hierarchy and/or MSF managers, as well as in multidisciplinary work with the medical (nurses and psychologists), social and legal (cultural mediators, social worker, lawyer) teams at the Pantin center.
- Produce, as a team or individually if justified, all educational support necessary for their work (protocol, monitoring report, individual interview).
- Qualitatively collect and transmit the requested data (reports/transfers).
- Guarantee the confidentiality of all information relating to the young person (protection of personal data – sharing of confidential information)
- Take care of the facilities, equipment and materials at his disposal.
- Collaborate with other team members to contribute to the logistical management of accommodation.
Formation :
- Diploma in social work required (ES, AS, CESF)
Experience :
- Minimum two years in a similar position.
- Experience required with migrant audiences, particularly women and unaccompanied minors, and/or in child protection.
Languages: French and English are required. Knowledge of one of the following languages is a plus: Bambara, Portuguese, Lingala, Soninke, Dioula, Pular.
