Consultancy On Cva For Nutrition Support To State Of Palestine At Action Against Hunger Canada

BACKGROUND
The Global Nutrition Cluster is an initiative for the mutual benefit of the nutrition community, and affected populations, to improve the quality of nutrition in emergency preparedness, response and recovery. The technical arm of the GNC Operations Team, called the GNC Programme Team, is co-led by Action Against Hunger Canada and UNICEF. The GNC Programme Team exists to provide on-demand technical expertise to improve nutrition outcomes in emergencies, both remotely and in-country. GNC Programme Team services are available to any nutrition actor including governments, national and international NGOs, UN agencies, Red Cross/Crescent Societies and others.
The Nutrition Cluster for the State of Palestine was activated in November 2023, following the escalation of the conflict in Gaza. Since then, the situation has rapidly deteriorated in Gaza. The destruction of infrastructures, limitation of health services and high level of food insecurity have led to acute malnutrition, almost inexistent before the conflict, reaching emergency levels. At the same time in the West Bank, the humanitarian situation is also worsening, with both a steady degradation of the socio-economic situation due to restriction of population movement, check points and work permits, and increased military operations, especially in refugee camps, leading to high scale displacement of populations.
Cash assistance has been used by a variety of partners to mitigate the impact of this situation on the nutritional status of children and women, both in Gaza and in the West Bank. Multi-purpose cash assistance is also a preferred modality of response, especially for the West Bank. During the Cluster Coordination Performance Monitoring review, the nutrition cluster members cited cash for nutrition strategy development as a priority for the cluster. This consultancy is aimed at starting this process.

OBJECTIVE
The Cash and Voucher Assistance (CVA) for Nutrition Advisor will work closely with the Palestine Nutrition Cluster implementing partners, CVA implementing partners, and the Cash Working Group (CWG) to: 1) conduct a light touch landscape analysis of the use of CVA for nutrition outcomes in both Gaza and the West Bank; 2) collaboratively identify potential priority CVA for nutrition interventions; and 3) support in the development of critically needed technical documents related to CVA for nutrition.

TIMELINE
The duration of this remote support is 8 weeks (40 days). Looking to start in late July 2025.

PROFILE
QUALIFICATIONS & EXPERIENCE

  1. Advanced University degree in International Development, Development Economics, Social Sciences, Food and Nutrition or other relevant field OR First University degree with additional years of related work experience and/or Training/courses.
  2. Minimum of 5 years professional experience in the implementation and management of nutrition Cash and Voucher Assistance (CVA) programs, demonstrating a deep understanding of best practices, methodologies, and industry standards.
    3.Hands-on experience in developing and documenting guidance, policies or Standard Operating Procedures (SOPs) covering Cash and Voucher Assistance
  3. Experience in the coordination of Cash and Voucher Assistance programming, including engagement with Cash Working Groups at country level
  4. Experience in nutrition programming
  5. Knowledge of and experience in the Cluster system

KNOWLEDGE, SKILLS, ABILITIES AND OTHER ATTRIBUTES

  1. Strong interpersonal skills: ability to liaise with a wide range of people at different level sand across different cultures and to act with credibility and diplomacy
  2. Highly developed writing skills – both at a programmatic level (contextual analysis reports, action plans) and a policy level (policy papers, guidance notes)
  3. Self-motivated and able to work with a high degree of autonomy, strong time management skills
  4. Strong communications skills (both written and verbal) at a level appropriate for high- level external representation and presentations
  5. Ability to manage and coordinate efforts from multiple stakeholders for common and purpose
    Candidates with previous work experience in the country, or familiarity with the context, will be given preference.

DUTY STATION/LOCATION
The consultant will provide remote support (home-based assignment). He or she may be required to apply flexible working hours.

SUPERVISORS
The consultant will be supervised by both the GNC Operations Team Coordination Unit and the in-country requestor (State of Palestine Nutrition Cluster Coordinator).

CONTRACT MODALITY
Fixed-term deliverable-based contract.
