Introduction
The main objective of this consultancy is to strengthen the security frameworks of participating organizations through a comprehensive, gender-sensitive, and intersectional approach. To achieve this, actions will be developed to identify specific needs, improve security management tools, and provide contextualized training.
Key activities will include:
- Diagnostic assessment
- Conduct a comprehensive diagnosis to identify the security training and equipment needs of participating organizations.
- Ensuring that the assessment process incorporates a gender-sensitive and intersectional perspective, considering how factors such as gender, age, disability, and other elements influence security risks and vulnerabilities.
- Strengthening security tools
- Updating and developing tools for context analysis, incident reporting, risk assessment, and monitoring.
- Include mechanisms to identify and address specific risks related to gender and other intersectional dimensions.
3) Comprehensive security training
- Design training appropriate to the Jordanian context, considering the following topics: security and protection protocols, risk assessment, personal security (during displacement, in offices, etc.), data protection, and information and communications security.
- Deliver training in several sessions, promoting opportunities for content assimilation, reflection, and collective exchange.
- Ensure that all participating organizations receive the necessary support to update or develop their own security plans.
By recognizing and addressing the diverse experiences, needs, and vulnerabilities of individuals and groups in the context of security, this consultancy will contribute to creating more inclusive and effective protection mechanisms.
Expected results
The consultancy is expected to provide actionable recommendations and a roadmap for improving the capacity of participating organizations to address security challenges through an inclusive and cross-sectoral framework. Specifically, it will:
- Provide organizations with the tools, skills, and protocols necessary to effectively identify, analyze, and address diverse security risks.
- Improving the safety and security of the consortium’s ongoing activities by incorporating a gender and intersectional perspective to ensure the protection of all stakeholders, particularly women and marginalized groups.
- Promoting long-term sustainability and resilience by incorporating inclusive security practices into the consortium’s broader strategic initiatives and plans.
This consultancy will contribute to creating safer organizational environments by ensuring that security measures address the specific risks faced by diverse stakeholders, while promoting an inclusive and rights-based approach to protection.

How to apply
Interested individuals and/or entities must express their interest by submitting a technical and financial proposal. Bids should be sent by email to the Movement for Peace – MPDL in Jordan, at the following address: middleeast@mpdl.org (please use this email address for any questions or queries).
Technical proposals must contain the following mandatory information:
- Letter of motivation/Expression of interest
- Proposed methodology.
- Proposed data collection tools.
- CV of the lead evaluator and CVs of team members, if any.
- Proposed work plan and schedule.
Financial offers must contain the following mandatory information:
- Detailed budget including fees and travel expenses, as well as other expenses.
Proposals will be evaluated according to the following criteria:
Quality of the methodological proposal (50%)
Maximum 10 points
Relevance of understanding of the terms of reference and their interpretation.
From 0 to 4 points
Relevance of the proposed methodology, on the one hand, and the proposed questionnaire, on the other, in relation to the expected results of this consultancy

Quality of the research team (30%)
Maximum 6 points
Studies in disability inclusion, gender equality and gender violence, socioeconomic sciences.

Proficiency in data processing and analysis software.

Number of researchers or team and their CVs or experience in line with the expected results and proposed methodology.

Knowledge of the context of the area of intervention.
