Mission:
The Jóvenes y Desarrollo (JyD) Foundation, in collaboration with the Rinaldi Foundation, the Ministry of National Education and Vocational Training (MENFP) and other entities of the technical and vocational training (TVT) system in Haiti, is implementing the project “For an inclusive and employment-aligned TVET “, co-financed by the European Union . This project aims to improve the quality, relevance and inclusiveness of the Haitian vocational training system.
In this context, the implementation and consolidation of the Technological Baccalaureate (BT) is promoted, aiming to offer Haitian youth technical and technological training aligned with the competency-based approach (APC) and adapted to the requirements of the labor market. The project foresees the expansion of the BT to new centers and departments in the country, making a technical analysis essential to identify the necessary conditions to ensure its successful and sustainable implementation in the coming years.
Objective of the consultancy:
Carry out a technical assessment of the experience accumulated in the implementation of BT, identifying strengths, areas for improvement and good practices, and formulating operational recommendations for its extension to new centers and regions within the framework of the project.
Scope of work:
Under the supervision of the Technical Coordination of the project and in close collaboration with the institutional actors (MENFP, INFP, Rinaldi Foundation, BTFPSA, other partners), the consultant or the consulting entity will have to:
- Review and analyze available documentation related to the implementation of BT (curricula, curriculum frameworks, reports, meeting minutes, etc.).
- Identify the achievements, good practices and success factors that have encouraged the implementation of BT.
- Identify challenges and areas for improvement, considering educational, organizational and institutional coordination aspects.
- Formulate concrete recommendations to optimize implementation and facilitate its extension to new centers and departments.
- Identify the achievements, good practices and success factors that have encouraged the implementation of BT.
Expected results / Deliverables:
- Technical evaluation report of the BTÂ including:
- Analysis of accumulated experience
- Main achievements and good practices
- Challenges and areas for improvement
- Practical recommendations for expansion
- Sharing results with the project team and institutional partners
The consultant will work closely with the project team and BTFPSA officials, and will be required to present reports in French and Spanish.
Duration of the consultancy:
The consultancy will have an estimated duration of 6 to 8 weeks between October and November 2025 (depending on availability and the schedule agreed with the project team). It will be contracted under the professional services provision modality.
Budget and financial conditions:
The total budget available for this consultancy is a maximum of 12,000 euros , excluding taxes. The consultant or consultancy entity must submit a technical and financial proposal , including professional fees and, where applicable, associated logistical and operational costs.
Required profile:
- Higher degree in the education sector (required).
- Minimum 10 years of experience in development cooperation actions, preferably in Haiti, in the field of education (required).
- Fluency in French and Spanish; knowledge of Haitian Creole will be highly valued.
- Previous experience working with the Haitian Ministry of Education and the National Institute of Vocational Training is essential.
- Essential knowledge and experience in educational methodology based on the Competency-Based Approach (CBA).
- Ability to make proposals, analyze, take initiative and work in a team.
- Ability to organize and plan.
- Excellent communication skills and ease in interpersonal relationships.
