General context of the project
INTERSOS has been present in Chad since 2004 with projects in the sectors of food security, protection, health and nutrition, and also WASH (Water, Sanitation and Hygiene) for the benefit of internally displaced persons in the Lake Chad region and Sudanese refugees in eastern Chad. After a break in activities in 2016, INTERSOS resumed its work in 2017. The areas on which INTERSOS Chad focuses its interventions are primarily the following: Protection through strengthening an environment conducive to the promotion and protection of human rights, and more specifically those of children and women, through the establishment of Child-Friendly Spaces, the management of gender-based violence cases, the restoration of social cohesion, community rehabilitation, as well as access to water, hygiene and sanitation, food security, and health/nutrition.
General objective of the position
Within the framework of the exceptional allocation of US funds managed by OCHA (Rapid Response Mechanism), INTERSOS is deploying a high-visibility, multi-sectoral Task Force. Under the supervision of the Field Coordinator or the Head of Mission, as applicable, and in close collaboration with the Coordinator/Program Manager, the USG Program Manager is responsible for the strategic planning, implementation, and overall monitoring of the humanitarian project being implemented in the Iriba intervention zone in eastern Chad. In this capacity, the Program Manager manages and implements the six-month project, requiring rapid implementation, strong operational coordination, and rigorous monitoring of activities and the budget.
The USG Programme Manager is responsible for the programmatic and budgetary management of the project, the operational coordination of teams and partners, the planning and analysis of the humanitarian context, technical quality and compliance with humanitarian standards and donor requirements.
He/she also contributes to the identification of emerging humanitarian needs and the strategic development of the organization’s presence in Eastern Chad.
The position is based in Iriba, in an isolated operational environment with limited infrastructure and significant logistical constraints, requiring an experienced profile capable of working with a high degree of autonomy.
Main responsibilities and tasks
Program development and quality
- Ensure the planning, implementation and monitoring of project activities in accordance with the defined objectives and indicators.
- Supervise project teams in the operational implementation of activities.
- Ensure the regular updating of the work plan and the financial plan, ensuring adherence to the schedule and quality of implementation.
- Identify and report any significant discrepancies between project planning and execution, and propose corrective measures.
- Conduct regular field visits to ensure operational monitoring and the quality of interventions.
- Work closely with the MEAL team for monitoring indicators, analyzing data and evaluating the impact of activities.
- Oversee potential operational partnerships and monitor partner performance.
- Participate in sectoral humanitarian coordination meetings and represent INTERSOS to local actors and partners.
- Comply with INTERSOS policies.
Program management
- Ensure the planning, implementation, and monitoring/evaluation of objectives as outlined in the project description. Report any significant deviations from the program implementation plan and estimated expenditures; alert relevant staff.
- Oversee the implementation, monitoring, development and evaluation of programs in collaboration with project teams.
- Prepare regular updates of the program activity work plan and related financial plan, ensuring timely and high-quality implementation, in accordance with INTERSOS and donor guidelines and in line with sector projects and strategies.
- In collaboration with the MEAL team, develop tools for evaluating, analyzing and assessing the impact of the project.
- Conduct regular field visits to project sites to ensure the quality of the intervention in compliance with internal standards and donors.
- Work closely with the partnership officer to oversee the implementation of the partnership and regularly review progress with the project manager.
- Ensure close coordination and interaction with other program/project managers and technical coordinators to ensure harmonization of implementation methods, tools, approaches, etc.
- In collaboration with the field coordinator, analyze the area of ​​responsibility, the humanitarian needs of the community and assess them.
- In collaboration with the technical coordinators, design and revise project proposals.
- Investing in building relationships, both with the external community and with the population targeted by Intersos.
- Provide constant updates on project progress to the field coordinator and the program manager/program coordinator.
- Represent INTERSOS in relevant working groups and other forums (groups, donor meetings) within the INTERSOS programmatic context, at the request of the field coordinator and the program manager/coordinator. Ensure that key developments are communicated in a timely manner to the program manager, technical coordinators, and the field coordinator.
- In coordination with the field coordinator and the program manager, ensure regular updates to donor representatives.
Reports
- To ensure the institutional memory of the program, by preserving written records (and classifying them) of its development, in order to disseminate INTERSOS’ achievements and improve awareness.
- Ensure regular internal reporting and prepare, in coordination with the Grants Unit, contractual reports in accordance with donor rules and regulations.
- Ensure that the INTERSOS project evaluation tool is accurate through timely data collection and submission.
- Monitor project data collection with the relevant technical expert, and provide timely analysis and reporting to ensure proper use of the internal database and monitoring tools.
Personnel management
- In coordination with the HR department and the managers concerned, plan and organize the organizational charts, distribute the tasks and workload between the teams, guide their understanding of the issues related to the program and the mission through regular working meetings and feedback, in order to ensure an effective deployment of resources and the achievement of the expected objectives.
- Inform the field team about the instructions given by the coordination team by promoting smooth and fluid written and oral communication and information flow, and ensuring confidentiality.
- In coordination with the Human Resources department and relevant managers and technical coordinators, identify training needs, build capacity, coordinate, supervise and motivate staff, support ad hoc training sessions and on-the-job training, provide individual follow-up and guidance, conduct end-of-mission evaluations of team members and lead internal communication initiatives to facilitate the integration and professional development of individuals and maximize their capacity and commitment to the values ​​and objectives of the INTERSOS project.
- In coordination with the human resources department, he is responsible for ensuring that program staff are trained and comply with INTERSOS policies, rules and regulations.
Finance and logistics
- Plan and monitor financial expenditures, ensuring accurate reporting and accounting within the established budget. In coordination with the Finance Department, oversee project financial indicators to ensure efficiency and identify discrepancies and their root causes early on.
- In coordination with the base plan leader and ensure overall supervision of procurement for program needs, monitoring progress with the relevant project manager.
Required profile
Education
- University degree at business level in social sciences, political science, international relations, humanitarian aid or a related discipline.
Professional Experience
- Minimum 3 to 5 years of experience in managing humanitarian projects or programs.
- Proven experience in budget management and project team coordination.
- Experience in humanitarian emergency contexts and complex security environments.
- Experience in the Construction, Shelter, WASH or NFI sectors is a significant asset.
- Experience in managing projects funded by institutional donors (such as FH, ECHO, BHA, etc.) is desirable.
Professional requirements
