About COOPI
COOPI Cooperazione Internazionale is a secular and independent NGO, founded in Milan in 1965. It carries out development projects to contribute to the fight against inequality and emergency programs to support people affected by natural disasters or conflicts. Currently, COOPI is present in 33 countries in Africa, the Middle East, Latin America, and the Caribbean.
Since 2019, COOPI has maintained a presence in Venezuela, and in July 2020, it launched a regional program implemented in partnership with Venezuelan organizations and in coordination with local and international institutions, within the framework of existing response plans. In recent years, COOPI has expanded its interventions and currently carries out projects with various donors in Caracas, Sucre, Delta Amacuro, and BolÃvar states, focusing on protection (violence against women, trafficking, and smuggling of persons), sexual and reproductive health, WASH (water, sanitation, and hygiene), school feeding programs, and institutional strengthening.
In conjunction with the launch of a new multi-sector project with various international and national partners, COOPI requires the hiring of a Consortium Administrator.
Job objective/description
The interventions planned within the framework of the project will be coordinated by COOPI and implemented in partnership with international partners and local organizations. The intervention aims to provide a multisectoral, comprehensive, and coordinated response to the most vulnerable population in Venezuela through the provision of services and assistance in the areas of Protection (GBV, VoT), Health, WASH, and Nutrition.
The responsibilities of the position include:
A. Ensure the correct accounting and financial management of the consortium and compliance with the project’s accounting documents.
B. Provide technical assistance, training and supervision of administrative staff members of the consortium.
C. Ensure compliance with organizational standards in the use of financial resources, internal management and periodic financial reporting (for headquarters, donors and national institutions), in accordance with internal principles of transparency and accountability.
Areas of responsibility
Main Activities:
Under the direct supervision of the Country Administrator of Coopi Venezuela and the Consortium Coordinator, the Consortium Administration Manager will carry out the following tasks:
Planning and Coordination
- Plan and monitor the financial management of the Consortium, maintaining constant communication with Coopi’s partners, both international and local.
- Coordinate and consolidate the project budgeting processes and their revisions.
- Coordinate the preparation of internal monthly financial reports for COOPI and the consortium according to the schedules provided in the consortium’s MOUs.
- Provide technical support and guidance to the administrative staff of COOPI and its partners.
- Support in the general administrative tasks of the mission when required.
Accountants/Financial:
- Ensure the timely application of institutional tools for the implementation of financial, accounting, and administrative procedures of Coopi and the consortium partners.
- Together with the COOPI country manager and the consortium managers, prepare and monitor the execution of the project budget.
- Ensure the constant updating of accounting tools (DESY) in order to allow the monitoring and control of consortium expenses and the project’s financial planning tool (Preppy).
- Ensure the identification, registration, and filing of all supporting project documents, as well as the formulation of the initial project notes, financial and banking documentation.
- Maintain constant control of COOPI and consortium expenses, in coordination with project managers and local and international partners, in order to monitor budget execution and periodically (once a month) define the expense forecast and process disbursement requests.
- Monitor financial flows between COOPI and the consortium members.
- Perform financial reconciliation and consolidation of project accounts before submitting them to the Regional Coordination and headquarters.
- Ensure the correct allocation of costs according to the nature of the expenditure, in accordance with COOPI and donor procedures.
Logistics:
- Collaborate in the preparation of the project’s purchasing plans, ensuring their monitoring and/or periodic updating.
- Ensure the registration and filing of all documents related to the acquisition, warranty, depreciation and maintenance of equipment and goods acquired within the framework of the project, as well as their transfer from one project to another and/or to direct beneficiaries and/or local counterparts.
Reports, changes and audits:
- Coordinate the preparation and timely submission of the interim and final financial reports for the implemented project.
- Keep all documentation and information up to date for the presentation of the project’s financial reports in order to account to donors and any internal or external audits to be carried out.
- Prepare communications/correspondence for the donor, budget modifications and amendments, in collaboration with the consortium administrators.
- Perform those tasks inherent to the objectives of the position, and that are requested by the coordination team according to the context and needs of the projects.
Desired profile
ESSENTIALS
- Professional studies (Bachelor’s degree, preferably postgraduate or Master’s degree) in Economics, Business Administration, Accounting, Management of non-profit entities and/or related fields
- At least 5 years of experience in administrative functions in INGOs and/or companies (purchasing, warehouses, transportation, among others)
- Experience in systematizing processes and preparing financial documents and reports;
- Ability to work independently (organization, work planning, analytical development, synthesis) and in contexts with high complexity and under pressure (meeting deadlines);
- Interest, availability and experience in multicultural environments and with multidisciplinary teams;
- Leadership, empathy, coordination and communication skills;
- Excellent teamwork skills, both in person and remotely;
- Motivation, honesty, proactive and decisive attitude, common sense, discretion;
- Respect for COOPI’s vision and mission and its charter of values;
- Spanish language proficiency is essential;
- Proficiency in computer tools (Microsoft Windows operating system) and office software (Microsoft Office: Word, Excel, PowerPoint, Outlook);
- Immediate availability.
DESIRABLE
- Previous experience in International Cooperation, Humanitarian Action and/or related fields;
- Experiences with procedures for managing funds from institutional and private sector donors;
- Previous experience with COOPI and familiarity with institutional tools;
- Languages: English highly valued;
