About COOPI

COOPI Cooperazione Internazionale is a secular and independent NGO, founded in Milan in 1965. It carries out development projects to contribute to the fight against inequality and emergency programs to support people affected by natural disasters or conflicts. Currently, COOPI is present in 33 countries in Africa, the Middle East, Latin America, and the Caribbean.

Since 2019, COOPI has maintained a presence in Venezuela, and in July 2020, it launched a regional program implemented in partnership with Venezuelan organizations and in coordination with local and international institutions, within the framework of existing response plans. In recent years, COOPI has expanded its interventions and currently carries out projects with various donors in Caracas, Sucre, Delta Amacuro, and Bolívar states, focusing on protection (violence against women, trafficking, and smuggling of persons), sexual and reproductive health, WASH (water, sanitation, and hygiene), school feeding programs, and institutional strengthening.

In conjunction with the launch of a new multi-sector project with various international and national partners, COOPI requires the hiring of a Consortium Coordinator.

Job objective/description

The interventions planned within the framework of the project will be coordinated by COOPI and implemented in partnership with international partners and local organizations. The intervention aims to provide a multisectoral, comprehensive, and coordinated response to the most vulnerable population in Venezuela through the provision of services and assistance in the areas of Protection (GBV, VoT), Health, WASH, and Nutrition.

The Consortium Coordinator will be responsible for ensuring the strategic, operational, and financial management of the alliance, in line with the donor’s principles and in accordance with the guidelines defined by COOPI and the co-partners. They will work under the direct supervision of the COOPI Country Coordinator.

Their main responsibilities include:

  • Ensure compliance with the principles and policies of the main donor, COOPI, and the Consortium guidelines.
  • Develop and oversee the Consortium’s internal and external coordination strategy.
  • Represent COOPI and the Consortium before communities, authorities, donors and humanitarian actors.
  • Manage COOPI staff assigned to the Consortium and ensure the development of their capabilities.
  • Ensure communication and visibility of the donor and implementing organizations.

The professional will work in close coordination with the Consortium’s co-partners, the COOPI national technical team and the Country Coordination, contributing to the quality and coherence of the humanitarian response.

Areas of responsibility

Strategic coordination and representation:

  • Ensure the proper coordination and implementation of activities between the Consortium organizations, guaranteeing the fulfillment of objectives in accordance with the planned technical, qualitative and temporal standards.
  • Ensure the project’s operability in accordance with the practices and policies of the organization and the Consortium, making sure that all participating actors are informed and assume their respective roles.
  • Ensure continuous and effective communication between the Consortium Committees and their internal coordination mechanisms.
  • To carry out direct coordination with the donor and coordinate possible actions with other donor partners in different territories, ensuring the articulation and complementarity of the Consortium’s actions.
  • Coordinate with the relevant local authorities, the communities involved and other humanitarian actors present in the area, and manage the partnerships generated within the framework of the Consortium.
  • Represent the Consortium with communities, local authorities and donors at coordination meetings, visits and events, according to the context and needs of the intervention.

Project cycle management:

  • Schedule regular project progress review meetings with Consortium members to ensure compliance with planned results and objectives.
  • To support the Consortium’s technical team, ensuring the correct implementation process of each component and guaranteeing a proactive and constant flow of communication.
  • Prepare work plans, schedules, and activity reports to present to the Country Coordinator and the donor.
  • Support the national technical team in the development of materials, instruments and implementation tools required within the framework of the Consortium.

Monitoring, tracking and accountability:

  • Together with the MEAL manager of COOPI and the MEAL team of the Consortium, design and implement the monitoring and accountability tools that unify the intervention guidelines and allow monitoring of the project.
  • Coordinate with the MEAL manager the monitoring of COOPI’s activities and the systematization of actions.
  • Contribute to the adaptation and implementation of monitoring and accountability tools, facilitating their application in compliance with the internal procedures of the organization and the Consortium.
  • Review and consolidate the Consortium’s periodic reports, ensuring their timely delivery to the Country Coordination, Regional Coordination, headquarters and the donor.
  • Supervise the filing of documentation relating to the execution of interventions, including the means of verification generated.
  • Contribute to the production and dissemination of technical, informational, communication and accountability materials.

Complementary activities:

  • Participate and collaborate in the selection, induction and coordination processes of the project team.
  • Coordinate with the team the participation in sector cluster meetings and working groups.
  • Contribute to the organization’s fundraising activities, participating in the identification of opportunities and the development of proposals that complement the intervention.
  • Perform those tasks inherent to the position and requested by the Country Coordination, according to the context and needs of the intervention.
  • Ensure compliance with COOPI’s Code of Ethics and Conduct, Gender Policy, Protection Policy and PEAS Policy.

Desired profile

ESSENTIALS

  • Professional studies (minimum bachelor’s degree, postgraduate or master’s degree preferred) in International Cooperation, Political and Social Sciences, Law, Humanitarian Action, Project Management and/or related fields.
  • Minimum of 5 years’ experience in project management in the field of development and/or humanitarian action.
  • Demonstrable experience in leading and coordinating consortia with international and local partners.
  • Experience in designing, implementing and monitoring activities, with emphasis on the sectors of Protection (GBV, TdP), WASH, Sexual and Reproductive Health and Food Security.
  • Experience in managing and supervising multidisciplinary teams in complex humanitarian contexts.
  • Proven skills in communication, negotiation and institutional representation before donors, authorities and humanitarian actors.
  • Ability to work under pressure, manage multiple priorities, and meet deadlines in high-demand operational environments.
  • Sensitivity to gender and diversity; ability to live and work in diverse cultural contexts with culturally appropriate attitudes.
  • Respect for COOPI’s Vision and Mission and its charter of values.
  • Spanish language skills are essential; advanced level of English.
  • Proficiency in computer tools (Microsoft Windows) and office applications (Microsoft Office: Word, Excel, PowerPoint, Outlook).
  • Immediate availability.

DESIRABLE

  • Previous experience with procedures for handling funds from institutional donors (ECHO, European Union, United Nations agencies and the private sector).
  • Experience in identifying and formulating projects, including tools such as logical framework and theory of change.
  • Previous experience in Venezuela or in humanitarian contexts in Latin America.
  • Knowledge of the humanitarian coordination system in Venezuela (clusters, FLC, OCHA).
  • Venezuelan nationality or residence permit in the country.
