How can you make a difference? Key functions / Responsibilities
The Emergency Response Health Officer is responsible for planning, coordinating, and implementing the operational activities of the Venezuelan Red Cross (CRV) in providing health services within the framework of the emergency response, ensuring timely, safe, and high-quality primary health care through mobile clinical units and fixed care points. They will be responsible for organizing and preparing health teams, defining operational strategies to optimize coverage and access for the affected population, supervising the provision of medical, nursing, mental health and psychosocial support services, health promotion, and disease prevention, ensuring that interventions are carried out in accordance with national protocols, international humanitarian standards, and the guidelines of the Venezuelan Red Cross within its operational plan.
He/She will be in charge of:
- Supervise the daily operation of mobile units and fixed points of care, verifying the quality of services, care flows, waiting times, team productivity and the availability of medical supplies.
- Coordinate the operational preparation of the teams before each deployment, ensuring the availability of personnel, medicines, medical equipment, supplies, vehicles, communications and other resources necessary for the provision of services.
- Coordinate with health authorities, health facilities and other humanitarian actors the referral and counter-referral processes of patients requiring specialized care.
- Participate in rapid health needs assessments and contribute to the ongoing updating of operational response priorities.
- To ensure compliance with clinical protocols, national regulations and humanitarian standards applicable to primary care during emergencies.
- Supervise the correct application of infection prevention and control measures, patient safety, pharmacovigilance and rational use of medicines.
- Ensure the incorporation of cross-cutting approaches such as Protection, WASH, Community Participation and Accountability (CEA), inclusion and differentiated care for vulnerable populations.
- Coordinate with logistics and supply chain managers the planning, distribution, storage and replenishment of medicines, medical equipment and supplies necessary to ensure the continuity of services.
- Monitor the consumption of medicines and medical supplies and generate projections of needs to maintain the operational capacity of the response.
- Monitor the quality of clinical records and consolidate operational information on care provided.
- Periodically analyze service production indicators, morbidity, epidemiological profiles, coverage and use of medicines to guide operational decision-making.
- Ensure compliance with the project indicators in accordance with the donor’s guidelines and those of the Venezuelan Red Cross.
- Prepare technical and operational reports related to the development of the response.
- Coordinate and accompany monitoring visits by the Venezuelan Red Cross, health authorities and donors.
- Documenting good practices, lessons learned, and opportunities for improvement to strengthen institutional response capacity.
Report
The Emergency Response Health Officer will report to the General Health Coordination of the SN and the CRV operations delegate.
Workplace
Caracas, with availability to travel to the affected areas.
To qualify as a builder of the Venezuelan humanitarian system, you must meet the following requirements:
- University degree in medicine, nursing, public health degree or related field.
- Minimum experience of three (3) years in the implementation of programs and projects in the humanitarian or public health field.
- Knowledge of program monitoring and evaluation methodologies.
- Experience in administrative and financial management of health projects.
- Skills for the collection, analysis and systematization of epidemiological data.
- Knowledge of primary care protocols, disease control, and management of medical supplies.
- Excellent communication and teamwork skills.
- Ability to prepare technical and operational reports.
- Fluency in Spanish. Basic knowledge of English is desirable.
- Commitment to the Fundamental Principles of the Red Cross and Red Crescent.
- High sense of responsibility, professional ethics and confidentiality.
