About COOPI
COOPI Cooperazione Internazionale is a secular and independent NGO, founded in Milan in 1965. It carries out development projects to contribute to the fight against inequality and emergency programs to support people affected by natural disasters or conflicts. Currently, COOPI is present in 33 countries in Africa, the Middle East, Latin America, and the Caribbean.
Since 2019, COOPI has maintained a presence in Venezuela, and in July 2020, it launched a regional program implemented in partnership with Venezuelan organizations and in coordination with local and international institutions, within the framework of existing response plans. In recent years, COOPI has expanded its interventions and currently carries out projects with various donors in Caracas, Sucre, Delta Amacuro, and BolÃvar states, focusing on protection (violence against women, trafficking, and smuggling of persons), sexual and reproductive health, WASH (water, sanitation, and hygiene), school feeding programs, and institutional strengthening.
Job objective/description
COOPI plans to strengthen the project team by hiring a Human Resources (HR) Officer, responsible for coordinating the administrative and technical management of the mission’s human talent, ensuring that all HR processes are executed under COOPI’s quality standards and national laws, fostering a safe, ethical work environment aligned with the organization’s humanitarian principles.
Areas of responsibility
1.- Administrative and payroll management:
- Ensure the execution of activities related to the administrative management of human resources, with the functional support of the Administrative Coordination of the mission in the country.
- Prepare payrolls and other calculations of employee labor contributions in accordance with the laws governing labor matters in Venezuela.
- Maintain up-to-date and paginated files of national and expatriate staff (physical and digital), ensuring traceability of contracts, movements, permits, absences and academic support.
- Manage and process insurance policies (HC/Life) for national staff and serve as a liaison for medical care for international staff at local health centers.
2. Recruitment, Selection and Induction:
- Plan and execute recruitment processes (publication, resume screening, interviews and tests) based on previously budgeted job profiles.
- Coordinate and execute the induction program for new hires, ensuring that they are familiar with the organizational culture, internal regulations, codes of conduct and safeguarding policies (PSEA).
- Prepare employment contracts and annexes according to the nature of the position, under the supervision of the Administrative Coordination of the organization.
3. Development, Training and Performance:
- Implement regular performance evaluation cycles, analyze results, and provide constructive feedback for improvement plans.
- Apply tools to identify skills gaps by unit and propose the Annual Training Plan.
- Promote a healthy work environment by managing conflict resolution mechanisms and integration activities.
- Coordinate and train the staff under your direct supervision.
4. Labor Relations, Compliance and Safety:
- Ensure strict compliance with the Internal Regulations, Code of Ethics and current Venezuelan labor legislation to mitigate legal risks.
- Monitor and manage the immigration procedures (visas, registrations, permits) of international staff in accordance with the laws of the country and internal policies.
5. Information Management and Reporting:
- Prepare monthly management reports (turnover indicators, absenteeism, personnel costs) for the Country Coordination and headquarters.
- To act as the official channel of information on HR matters for all bases and offices nationwide, ensuring that the flow of information is bidirectional and transparent.
- Ensure the ethical handling and protection of sensitive data of all staff (Infogovernment Law / International Data Protection Standards).
- Other activities inherent to the position.
Desired profile
ESSENTIALS
- University education: University professional in the areas of Industrial Relations, Administration, Human Resources, HR-oriented Psychology and/or related fields;
- Demonstrable experience of 3 years in similar Human Resources positions;
- Knowledge of the country’s labor framework (laws, regulations and human resources policies;
- Knowledge and management of recruitment and selection processes;
- Knowledge of personnel performance evaluation processes;
- Ability to work independently (organization, work planning, analytical development, synthesis) and in contexts with high complexity and under pressure (meeting deadlines);
- Excellent teamwork skills, both in person and remotely;
- Leadership skills, empathy, team management and conflict resolution;
- Assertive communication, creativity, proactivity, with a strong sense of ethics and confidentiality;
- Respect for COOPI’s vision and mission, its charter of values ​​and humanitarian principles;
- Advanced written and spoken Spanish is essential;
- Proficiency in computer tools (Microsoft Windows operating system) and office software (Microsoft Office: Word, Excel, PowerPoint, Outlook);
- Immediate availability;
- Venezuelan nationality or residence permit in the country.
DESIRABLE
- Previous experience working with international NGOs and institutional donors;
- Knowledge of the English language;
