About COOPI
COOPI Cooperazione Internazionale is a secular and independent NGO, founded in Milan in 1965. It carries out development projects to contribute to the fight against inequality and emergency programs to support people affected by natural disasters or conflicts. Currently, COOPI is present in 33 countries in Africa, the Middle East, Latin America, and the Caribbean.
Since 2019, COOPI has maintained a presence in Venezuela, and in July 2020, it launched a regional program implemented in partnership with Venezuelan organizations and in coordination with local and international institutions, within the framework of existing response plans. In recent years, COOPI has expanded its interventions and currently carries out projects with various donors in Caracas, Sucre, Delta Amacuro, and Bolívar states, focusing on protection (violence against women, trafficking, and smuggling of persons), sexual and reproductive health, WASH (water, sanitation, and hygiene), school feeding programs, and institutional strengthening.
Job objective/description
COOPI is seeking to strengthen its project team by hiring a Project Manager, who will be responsible for ensuring the efficient and effective implementation of all activities within the “INTEGRAS” project, based in Caracas, Capital District. The Project Manager will be responsible for ensuring that the execution of activities is carried out in strict alignment with COOPI’s objectives, the commitments made to the donor, and the current national regulatory framework in the areas of intervention.
Their main responsibilities include:
- Comprehensive coordination of field activities, ensuring their correct planning and timely execution.
- Supervision of the administrative and logistical management of the project, ensuring operational efficiency and compliance with internal procedures on time.
- Management and coordination with key stakeholders, including communities, local partners, authorities and other relevant bodies, to optimize the impact of the project throughout implementation.
- Monitoring and evaluation of results, ensuring that interventions align with quality and sustainability standards.
The professional will work closely with the project team, facilitating a coordinated and effective implementation that contributes to reducing the vulnerability of the target populations within the framework of the INTEGRAS project.
Areas of responsibility
Main Activities:
- Coordinate activities on the ground, including information dissemination, training, beneficiary registration, data collection, corporate reports and program reports;
- To ensure the proper functioning of programmatic, logistical and administrative activities, ensuring compliance with COOPI and donor procedures;
- Participate in meetings convened by the donor related to the progress of the project;
- Prepare a schedule and coordinate with the project team the execution of activities on the ground, including training, community workshops, distributions and any other activity contemplated within the framework of the project on time;
Planning:
- Prepare the detailed work plan for the project, including a timeline, budget, and tracking matrix;
- Define, in coordination with the MEAL team, the performance indicators and the monitoring and evaluation mechanisms;
- Coordinate and carry out the preparation of technical and financial reports;
Execution:
- Supervise the implementation of project activities, ensuring compliance with deadlines and the quality required by COOPI and the Donor;
- Manage the assigned budget, controlling expenses and preparing financial reports.
- Coordinate and supervise the project team (if applicable);
- Establish and maintain effective working relationships with communities, local organizations, consortium partners, government authorities and other stakeholders;
- Ensure the active participation of communities in all stages of the project;
- Manage the logistics and resources necessary for the execution of the project;
Monitoring and Evaluation:
- Monitor project progress in relation to performance indicators;
- Conduct periodic project evaluations, identifying lessons learned and making necessary adjustments;
- Prepare project monitoring and completion reports;
Coordination and representation:
- Coordinate, train and evaluate the staff under your direct supervision;
- Coordinate with other organizations and projects working in the intervention areas;
- Communicate the progress and results of the project to stakeholders.
- Represent the project before local and national institutions and in the different coordination spaces.
Risk management:
- Identify and assess the risks that may affect the execution of the project;
- Develop and implement risk mitigation strategies;
Desired profile
ESSENTIALS
- University degree in Social Work, Social Sciences, Law, Psychology, Environmental/Sanitary Engineering, Public Health, Administration or related fields;
- Demonstrable work experience of 5 years in the management of humanitarian or development projects, preferably in the Protection and/or WASH sectors;
- Experience in creating documents and reports;
- Knowledge about Protection (GBV, Child Protection, Trafficking in Persons) and/or WASH (water, sanitation and hygiene);
- Knowledge of project management and planning tools;
- Knowledge of participatory methodologies and cross-cutting approaches (gender, inclusion, integrated approaches);
- Ability to work independently, including the organization, analysis and synthesis of work, in contexts of high complexity and pressure to meet limited deadlines;
- Leadership skills, empathy, team management and conflict resolution;
- Pedagogical ability and assertive communication to effectively transmit knowledge to different target populations;
- Good communication, creativity, proactivity and social sensitivity to collaborate with diverse stakeholders in the community, which includes continuous process support;
- Flexibility, adaptability and willingness to move within the country;
- Respect for COOPI’s vision and mission and its charter of values;
- Spanish language proficiency is essential;
- Proficiency in computer tools (Microsoft Windows operating system) and office software (Microsoft Office: Word, Excel, PowerPoint, Outlook);
- Knowledge of the English language;
- Immediate availability.
DESIRABLE
- Previous experience working with international NGOs and with procedures for managing funds from institutional donors (United Nations agencies, European Union and the private sector);
- Experience working in consortiums and in supervising or supporting local partners and counterparts;
- Knowledge of the humanitarian coordination system in Venezuela;
- Venezuelan nationality or residence permit in the country.
