The Information Technology Officer will be responsible for leading the operational continuity of the Venezuelan Red Cross’s technological services, coordinating network infrastructure, IT security, platform administration, and technically supervising the process of deployment, adoption, data governance, and use of the institutional ERP at Headquarters and subsidiaries.
He/She will be in charge of:
- Manage, monitor and ensure the optimal functioning of servers, local networks (LAN, WAN, WiFi), connectivity systems, collaboration platforms (Microsoft 365) and perimeter security of the Headquarters and subsidiaries.
- Design, document and implement cybersecurity policies, information backup protocols, access management and the disaster recovery plan for institutional computer systems.
- Supervise the technical support channels (Helpdesk), ensuring that complex hardware, software and ERP incidents are resolved or routed under rigorous time and quality standards.
- Manage the national inventory of technological assets, equipment obsolescence, software licensing, and audit the proper use of resources allocated to staff and volunteers.
- Plan and implement technological and digital security training programs for end users, developing master manuals of computer procedures and ERP administration guides.
- Evaluate, negotiate and maintain the technical relationship with external providers of technology services, telecommunications and systems development.
- Prepare quarterly executive reports and key performance indicators (KPIs) on technological stability, ERP progress, and investment in computer systems.
- Perform other job-related tasks as assigned by your immediate supervisor, based on institutional needs.
Report
The Information Technology Officer will report to the Organizational Development Directorate.
Trips
You must be available to travel throughout the country to different branches according to the phases of technical deployment.

To qualify as a builder of the Venezuelan humanitarian system, you must meet the following requirements:
- University professional degree
- Minimum experience of four (4) to five (5) years in systems administration, IT technical coordination or support engineering positions in medium or large organizations.
- Proven and indispensable experience in the implementation, administration or migration of ERP systems (for example: Odoo, SAP, Dynamics or other similar systems).
- Solid knowledge in server administration, cloud environments (Azure, AWS), networks and cybersecurity.
- Proven ability to lead digital transformation and change management processes with non-technical users.
- Strong technical writing skills for documenting policies, process diagrams, and incidents.
- Desirable prior experience in humanitarian organizations, NGOs or with the Red Cross and Red Crescent Movement.
- Commitment to the Fundamental Principles of the Red Cross and Red Crescent Movement.
- Absolute capacity to handle sensitive, confidential information and protect the institution’s databases.
- Fluency in Spanish and intermediate or advanced command of technical English (highly desirable).
