How can you make a difference? Key functions / Responsibilities
The Legal Assistant will have the main responsibility of providing individual and group legal advice on the prevention of human trafficking, prevention of gender-based violence, and processes for accessing legal identity and travel documentation to people in mobility contexts who are served at the established point.
He/She will be in charge of:
- To provide individualized guidance on legal procedures related to travel documentation and immigration requirements in Venezuela, for both adults and children and adolescents, ensuring that the information is clear, up-to-date and accessible.
- Advise the people served on the procedures for obtaining, renewing or correcting Venezuelan identity documentation, evaluating barriers, risks and possible safe alternatives.
- Identify, analyze and assess protection risks associated with human mobility, including risks of human trafficking, migrant smuggling, gender-based violence (GBV), family separation, labor exploitation, discrimination or other specific risks.
- Activate the Restoring Family Links (RFL) service when individuals with loss of contact with family members are identified, following Red Cross protocols.
- Conduct awareness-raising and information activities aimed at mobile populations, host communities and counterparts, on protection risks, prevention of GBV, trafficking and smuggling, and their safe routes to access services.
- Provide up-to-date information on available services, legal, social, and humanitarian support, and safe protection routes in the intervention areas, adapting the information to the needs of each case.
- Develop and maintain mappings of protection and assistance actors, periodically updating contacts, admission criteria and care modalities, and strengthening coordination with allied institutions and organizations.
- To carry out safe and accompanied referrals for people with specific protection needs, ensuring compliance with confidentiality, informed consent and traceability protocols.
- Register, document and manage cases confidentially, following project guidelines, including case notes, forms, follow-ups and intervention plans when applicable.
- Register and update the status of each case managed in the Case Tracker established by IOM, guaranteeing confidentiality and traceability.
- Generate and communicate protection alerts based on trends observed in the field or recurring vulnerability patterns among people on the move, maintaining a preventive approach.
- Provide training to staff at the point of care on basic protection topics, including risk identification, secure information handling, referral routes, GBV prevention and key legal elements.
- Accurately complete project data collection tools, such as KoboCollect, Excel spreadsheets, or other information systems used for tracking and monitoring.
- Actively participate in internal and external coordination spaces, weekly or monthly meetings, and other inter-institutional articulation mechanisms related to the implementation of protection activities.
- Provide operational and logistical support in the activities of the Assistance Point (PAM) when necessary, in coordination with the team.
- Apply basic emotional containment techniques (Psychological First Aid) in crisis situations, without replacing specialized personnel in SMAPS, and refer in a timely manner when necessary.
- Perform any other tasks related to protection and case management, as required by the operation.
- Promote Zero Tolerance against Sexual Exploitation and Abuse (SEA) in the PAM and, if necessary, report incidents of this type.
- Respect and comply with the Humanitarian Principles and the Protection Principles.
- Support in the application of satisfaction surveys and in the intermediate and final evaluations of the implemented activities.
Report
The project Legal Assistant (Case Management) will report to the Project Officer.
Trips
You must be available to travel within the country.
Teams
The CRV will provide the necessary devices for registration (tablet or phone). It is desirable that the candidate have a personal computer and internet connection for training purposes, but this is not mandatory.

To qualify as a builder of the Venezuelan humanitarian system, you must meet the following requirements:
- University degree in Law (desirable), Social Work, Psychology or Political Science. A legal background is highly valued for the legal orientation component.
- Minimum of 2 years’ experience in serving populations in the context of mobility and/or in vulnerable situations.
- Demonstrable experience in Case Management – with legal emphasis – including risk identification, development of intervention plans and safe referrals.
- Knowledge of the national and international legal framework on migration, refuge and human rights.
- Intercultural sensitivity and gender focus.
- Ability to work in a team and under pressure.
- Desirable: experience working with humanitarian organizations.
- Basic knowledge in activity tracking, information gathering, and report preparation.
- Organizational skills, attention to detail, and the ability to handle multiple operational tasks.
- Good oral and written communication skills.
- Ability to work in a team and follow technical and administrative guidelines.
- Previous experience with the Red Cross, Red Crescent or other humanitarian organizations is desirable.
- Commitment to the Fundamental Principles of the Red Cross and Red Crescent Movement.
- Ability to handle confidential information.
- Functional knowledge of the English language is desirable (not exclusive).
