How can you make a difference? Key functions / Responsibilities
The Safeguarding and Prevention of Sexual Exploitation and Abuse (PEAS) Officer is responsible for supporting the implementation and strengthening of Safeguarding and PEAS systems and approaches in the programs, projects and operations of the Venezuelan Red Cross, promoting safe and inclusive environments and a survivor-centered approach.
It will work across technical areas, support areas, and subsidiaries to identify and mitigate Safeguarding risks; integrate Safeguarding and PEAS into the design, implementation, and monitoring of programs and operations; strengthen the capacities of staff and volunteers; and promote community trust by ensuring that people understand expected behaviors and have access to safe, accessible, and confidential mechanisms to report concerns and access appropriate referral pathways. It will also provide technical support to strengthen a coordinated and coherent response to the risks of exploitation, abuse, and sexual harassment, as well as other Safeguarding risks.
The position will continue the Safeguarding Strategy and PEAS developed during the emergency response phase of the June 24 earthquakes in Venezuela and also its recovery phase, promoting the progressive incorporation of the developed capabilities, tools and practices into the systems and processes of the National Society, within the framework of the 2026–2030 Strategy of the Venezuelan Red Cross.
Their work will be guided by the Fundamental Principles of the Movement and by the principles of Do No Harm, dignity, confidentiality, non-discrimination, informed consent, best interests of the child and survivor-centered approach .
He/She will be in charge of:
- To monitor the implementation and updating of the Safeguarding and PEAS strategy, considering the identified risks, the evolution of the response and recovery, the Safeguarding Policy of the Venezuelan Red Cross and the findings of the Child Safeguarding Risk Analysis.
- To provide technical support to the branches of the Venezuelan Red Cross in the identification of risks, gaps and needs of Safeguarding and PEAS, supporting the development of mitigation measures, tools, capacities and processes adapted to their contexts.
- Support the identification and monitoring of Safeguard and PEAS risks in programs, projects and operations, providing technical recommendations to the responsible areas to strengthen prevention and mitigation measures.
- Contribute to the cross-cutting integration of the Safeguard and PEAS in the cycle of programs and operations, including assessments, planning, design, implementation and monitoring, promoting safe programming based on the Do No Harm principle.
- To contribute to the adaptation and development of Safeguarding and PEAS tools, materials and methodologies for their implementation in the different operational contexts and branches of the Venezuelan Red Cross.
- Plan and facilitate awareness, guidance and training activities for staff, volunteers and other relevant actors, strengthening their capacities to prevent, recognize, mitigate and safely report Safeguard and PEAS concerns.
- Work in coordination with CEA to promote community awareness of expected staff and volunteer conduct, their rights, and available options for raising Safeguard and PEAS concerns through safe, accessible, and inclusive mechanisms.
- Strengthen the capacity of staff and volunteers to recognize, receive, and escalate Safeguarding and PEAS concerns safely and confidentially, in accordance with established procedures and mechanisms and without assuming investigative functions.
- Support, in coordination with PGI, the mapping, updating and dissemination of referral routes to available services, promoting a survivor-centered approach and respect for safety, dignity, confidentiality and informed consent.
- To provide leadership and relevant areas with information and technical recommendations on Safeguard and PEAS risks, contributing to decision-making and the strengthening of a safe, inclusive and shared responsibility organizational culture.
- Provide technical support on Safeguarding and PEAS to the Ethics and Integrity Commission, respecting its mandate and responsibilities, and contribute to the strengthening and knowledge of institutional reporting mechanisms at the national level and of the subsidiaries.
- Participate in internal and external technical coordination spaces related to Safeguarding, PEAS, child protection and other related areas, in coordination with relevant technical areas of the Venezuelan Red Cross.
- Support the technical and programmatic monitoring of Safeguarding and PEAS activities in coordination with the PMER team, including progress, indicators, gaps and lessons learned, in accordance with institutional procedures and the requirements of programs and projects.
- To contribute to the consolidation of the Safeguarding and PEAS capacities, tools and processes developed during the response and recovery, favoring their progressive incorporation into the systems and practices of the National Society within the framework of the 2026–2030 Strategy of the Venezuelan Red Cross.
- Perform other tasks assigned by the corresponding coordination or management that contribute to the fulfillment of the Safeguarding and PEAS objectives and the institutional priorities of the Venezuelan Red Cross.
Report
The Safeguarding and PEAS Officer will report to the Chief of Operations.
Workplace
Caracas (Headquarters of the Venezuelan Red Cross), with availability to travel nationwide.
To qualify as a builder of the Venezuelan humanitarian system, you must meet the following requirements :
Education
University degree in social work, community development, psychology, gender studies, public health, human rights, international relations or related areas.
Experience
- Minimum experience of three (3) years in Prevention of Sexual Exploitation, Abuse and Harassment.
- Experience in administrative investigations of sexual exploitation, abuse and harassment.
- Experience applying humanitarian protection/gender/accessibility standards in multiple contexts.
- Experience in case management, including receiving and handling sensitive and confidential data and reports.
- Experience in defending the interests of vulnerable people or those at risk of exclusion.
- Experience in developing and facilitating training and capacity building.
- Previous experience in humanitarian or development organizations will be considered an advantage.
Knowledge and skills
- Knowledge in Safeguarding and PEAS in humanitarian emergency contexts.
- Ability to integrate PEAS and Safeguard systems and processes into humanitarian emergency operations and programs, taking into account the context and resource-limited environments.
