Title: Typhoon Odette Recovery and Rehabilitation Towards Climate Resilience Program (RRTCR)

PURPOSE:

The Volunteer Photographer and Videographer will provide crucial support to the Communications Department and overall Project Team by documenting activities and human-interest stories through high-quality photos and videos that adhere to Action Against Hunger branding and guidelines as well as donor’s branding and standard deliverables.

Action Against Hunger in partnership with LGU Sta Monica and Lokal Lab is organizing an Island-wide WASH Summit (WASHayanihan 2025) to bring together key stakeholders from government, development partners, private sectors, children and youth sectors, civil society organizations and local NGOs. The event aims to promote dialogue, share innovations, and advance policy commitments toward achieving universal access to safe water, sanitation, and hygiene.

BACKGROUND

The World Toilet Day and WASH Summit 2025 will be jointly celebrated across five municipalities in Siargao Island – San Benito, Del Carmen, Sta. Monica, Burgos, and Pilar under the unifying theme:
“WASHayanihan: Sama-samang Pagdiriwang para sa Malinis na Tubig, Kalinisan at Kalusugan.”

This integrated event aims to emphasize mobilizing support to build resilient and inclusive sanitation systems, promote the life-saving importance of handwashing, while providing a collaborative platform for stakeholders in the education, health, and local government sectors to engage, learn, and take action on pressing Water, Sanitation, and Hygiene (WASH) challenges.

This event offers an opportunity through WASHayanihan Exhibit for each Local Government Unit (LGU) to reflect on their WASH journey, showcase their initiatives, align strategies, and reaffirm their commitment to achieving Sustainable Development Goal (SDG) 6 and 11, climate-resilient communities and other national development priorities.

Within the RRTCR project framework, participating Local Government Units (LGUs) and schools will articulate the challenges encountered, lessons learned, and best practices identified across the project’s key output areas. Specifically, this includes WASH Governance (strengthening local capacity for planning, budgeting, and monitoring of WASH services), Resilient Water and Sanitation Systems (developing sustainable and climate-resilient water and sanitation infrastructure), Social and Behavioral Change (SBC) (promoting positive hygiene behaviors through community-based interventions), WASH in Schools (WinS) (improving access to safe water, sanitation facilities, and hygiene education in schools). This articulation will provide valuable insights into project refinement, knowledge sharing, and future program design.
Another major component is the formal turnover of completed WASH facilities in schools and barangays—emphasizing sustainability, community ownership, and strong local leadership. Additionally, it will be a great avenue for recognizing the ZOD barangays and those who performed well in the OBA-BF mechanism.

A key highlight on the second day is the Fun Run for WASH, which will be organized by the SBC Core Team and Action Against Hunger, with targeted WASH promotion activities as part of the Social and Behavior Change (SBC) initiatives.
Although World Toilet Day is traditionally celebrated on November 19, this year’s celebration is scheduled for November 7-8, 2025, due to local festivities in Pilar, Sta. Monica and Del Carmen, and prior engagements in the other municipalities during October. The event promises to be a dynamic platform for multi-sectoral collaboration, knowledge sharing, and the amplification of local WASH efforts across Siargao.

SCOPE OF WORK

The Volunteer Photographers and Videographers will be working closely with the Head of Project based in Siargao, as well as the Communications Manager and WASH Coordinator based in the capital office (Metro Manila). The scope of work are:

  1. Visually document the key moments and highlights of WASH Summit and Run4WASH, and produce quality photos consistent with Action Against Hunger’s brand while focusing on cross-cutting themes i.e. gender, climate change, etc.
  2. Produce high quality photographs and short video clips that can be used for reporting and social media.
  3. Ensure that all communication outputs comply with donor visibility requirements when shared to social media

COORDINATION

  1. Coordinate with Head of Project on security and agenda.
  2. Coordinate with Comms Manager on project visibility guidelines and minimum requirements.
  3. Coordinate with WASH Coordinator for technical components as needed

DELIVERABLES

Action Against Hunger will require from the Volunteer Photographer and Videographer the following:
Before the Summit:

  1. Attend to the brief orientation/pre-briefing session with the Communications Manager and event team.
  2. Run through the event program and identify priority sessions, speakers and visuals to be captured.

During the Summit:

  1. Capture high quality photographs
    1. Panel discussions, workshops, and breakout sessions
    2. Keynote speakers, VIPs, and awardees
    3. Interactive exhibits, audience engagement, and networking moments
    4. WASH-themed branding and displays
  2. Record short video clips of:
    1. Event highlights and raw footage
    2. Testimonials from participants, speakers, or organizers
    3. Behind-the-scenes or candid moments

After the Summit:

  1. Submit the following:
    1. A curated set of 30–50 edited high-resolution photographs
    2. 5-10 short raw video clips (or one short edited highlight reel if editing support is offered)
  2. Support naming/tagging of files based on guidance from the team.
  3. All raw photos and videos, including signed consent forms, must be turned over to Action Against Hunger Communications Department upon end of the activity.

OBLIGATION OF ACTION AGAINST HUNGER

Action Against Hunger will provide:

  1. Relevant documents like code of conduct, PSEA, security in the field, and RRTCR Briefer and WASH Summit program.
  2. Volunteer Photographer and Videographer will be integrated as part of the event team and will be properly recognized in all postings, branding collaterals, photo credits and event report
  3. Transportation support from Action Against Hunger Office to and from field visit/activities only.
  4. Oversight to volunteers and access to all official event spaces for coverage
  5. Certificate of Recognition and Token of Appreciation as one of the volunteers/collaborators upon successful completion and submission of agreed photos and videos
  6. Meals and refreshments during the event will be provided
  7. Reimbursement of reasonable local travel expenses

KEY COMPETENCIES OF VOLUNTEER PHOTOGRAPHER AND VIDEOGRAPHER

The Volunteer Photographer and Videographer has preferably the following key competencies:

  • Experience in event photography and/or videography
  • Access to own professional equipment (camera, tripod, microphone, lights if needed)
  • Ability to work independently in a dynamic environment
  • Good eye for storytelling, diversity, and inclusive visuals
  • Knowledge of basic photo and video editing software
  • Passion for development or social issues, particularly WASH, is a plus

  • Availability and scope of work to provide during the 2-day event
  • Volunteers must strictly comply with Action Against Hunger Security protocols
  • All outputs must comply with Action Against Hunger Branding and Visibility Guidelines, and policies on Data Protection, Child Protection, Safeguarding, Gender, and other related policies.
