Key Functions / Responsibilities The Water, Sanitation, and Hygiene (WASH) Officer is responsible for coordinating and executing WASH activities, contributing to strategy development, technical implementation in the field, and project monitoring, ensuring that quality, efficiency, and sustainability standards are met in communities affected by emergencies, disasters, and other vulnerable situations. They will be responsible for: Coordinating and executing water, sanitation, and hygiene projects in prioritized communities, ensuring compliance with national and international standards. Activities may include: WASH emergency response; Rehabilitation, installation, and maintenance of water supply and sanitation systems, including electromechanical components. Rehabilitation, installation, and improvements to energy systems, primarily clean energy. Promotion of hygiene and efficient water use. Contribute to the development of a strategic proposal for WASH 2026–2030, aligned with the overall strategy of the CRV. Identify opportunities for improvement and innovation in WASH interventions, based on field experiences. Provide technical assistance to branch teams for the proper implementation of interventions. Participate in technical studies related to water resource availability and water quality analysis, and apply their results to the design of solutions. Coordinate and facilitate technical training processes for volunteers and staff involved in WASH projects. Implement participatory methodologies such as PHAST.as well as community education and awareness campaigns on safe hygiene practices and water management. Provide technical representation for the WASH area in coordination meetings with strategic partners, government institutions, and humanitarian actors, with prior authorization from the Programs Directorate. Prepare technical and progress reports for projects, and generate reports according to the requirements of the Programs Directorate, donors, and regulatory bodies. Collaborate with other sectors of the organization (such as health, risk management, protection, among others) to ensure the effective integration of interventions. Manage and monitor the use of technical and material inputs required for project implementation, including their request, storage, and distribution. Monitor the budget allocated for interventions, in accordance with internal procedures and ensuring accountability. Ensure the application of safety and biosecurity protocols during field activities. Comply with and enforce CRV’s internal regulations regarding ethics, protection, security, and humanitarian standards, as well as current national laws. Perform other tasks assigned by your immediate supervisor to contribute to the achievement of the area’s and the organization’s objectives. The WASH Officer will report to the Project Manager. Work location: Caracas, with availability for national travel. To qualify as a builder for the Venezuelan humanitarian system, you must meet the following requirements: University degree in civil, mechanical, industrial, electrical engineering, or related field (required). Specialization or training in Water Resources Management, Sanitation, Drinking Water, and/or Community Hygiene (desirable). Minimum of five (5) years of experience in the design, execution, and management of water, sanitation, and hygiene projects in vulnerable communities. Proven experience in WASH infrastructure management, maintenance of water purification equipment and systems, as well as household water treatment. Experience in training personnel and communities on water, sanitation, and hygiene issues. Experience in budget management, planning, and monitoring of humanitarian projects. Knowledge of WASH needs assessment methodologies and emergency response. Proficiency in design software such as AutoCAD, EPANET, or other technical software (desirable). Leadership and management skills for multidisciplinary teams. Strong analytical and problem-solving skills in humanitarian contexts. Excellent ability to write technical reports and project proposals. Ability to negotiate and coordinate with institutional and community stakeholders. Fluency in Spanish (English preferred). Ability to work independently and as part of a team.Ability to maintain confidentiality. Commitment to the Fundamental Principles of the Red Cross and Red Crescent. Strong sense of responsibility and professional ethics.
