ACTED PSEAH Policy:

WASH & Shelter Project Officer has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). The WASH & Shelter Project Officer has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organisational policies or codes of conduct according to ACTED’s procedures. The (FSL Project Officer) carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.

Job Purpose

The WASH & Shelter Officer is responsible for developing technical studies, designs, Bills of Quantities (BoQs), specifications, and related documentation for WASH and Shelter projects. Under the supervision of the Senior Project Officer, the role also supports needs assessments, technical evaluations, and proposal development.

Additionally, the Officer assists in overseeing construction and rehabilitation activities, ensuring compliance with approved plans, safety standards, and ACTED’s policies and procedures.

Objectives

The WASH & Shelter Project Officer is responsible for ensuring the quality and technical integrity of all assigned activities, including the design, quantification, and specification of infrastructure works. This includes conducting technical assessments, preparing Bills of Quantities (BoQs), and developing engineering studies and designs that align with project scope, cost, time estimates, and quality standards.

The Officer oversees the execution of works by contractors, ensuring adherence to safety protocols and compliance with Sphere, cluster, governmental, and ACTED standards. He/she is also responsible for the timely and accurate preparation of tendering and procurement documents in coordination with Senior Project Officer, logistics, as well as evaluating suppliers and materials to ensure quality compliance.

Duties and Responsibilities

  1. Technical Planning and Design
  • Lead the technical design and continuous improvement of WASH and Shelter interventions, including solarization, sewer systems, water networks, and related infrastructure.
  • Conduct and support technical assessments, engineering studies, and the preparation of designs, BoQs, cost and time estimates, and technical documentation.
  • Integrate best practices, Sphere standards, and innovative solutions into all engineering designs.
  • Support needs assessments and contributes to the selection of target areas and intervention types.
  1. Project Implementation and Supervision
  • Supervise and monitor the construction and rehabilitation of WASH and Shelter facilities, ensuring compliance with technical specifications, safety protocols, and quality standards.
  • Ensure implementation aligns with ACTED’s policies and relevant cluster, governmental, and donor standards.
  • Conduct regular site visits to monitor progress, troubleshoot issues, and provide on-site technical guidance to contractors and field teams.
  1. Procurement and Logistics Coordination
  • Participate in the planning and technical evaluation of procurement activities, including the selection of suppliers and verification of materials and services.
  • Ensure timely and accurate preparation and submission of tendering and procurement documents in compliance with technical requirements and logistics regulations.
  1. Emergency Response and Rapid Assessments
  • Contribute to emergency WASH and Shelter assessments and responses, deploying technical solutions rapidly and appropriately.
  • Coordinate with the project team to address urgent needs effectively in the field.
  1. Monitoring, Reporting, and Documentation
  • Prepare and submit regular progress reports, including updates on construction, challenges, and achievements.
  • Maintain accurate project documentation, including engineering plans, technical drawings, and site reports.
  • Upload relevant documents and photos to designated platforms (e.g., OneDrive) in a timely and organized manner.
  • Provide weekly updates with the WASH & Shelter Project Manager and Senior Officer.
  1. Capacity Building and Community Engagement
  • Support technical training and on-the-job coaching for project staff, contractors, and partners.
  • Conduct community awareness activities to promote proper use, maintenance, and sustainability of WASH facilities.
  1. Coordination and Stakeholder Engagement
  • Maintain effective communication with local authorities, partners, and other stakeholders to ensure alignment with project goals and regulatory requirements.
  • Share project progress and technical updates with the Senior Officer and Project Manager to ensure transparency and informed decision-making.
  1. General Responsibilities
  • Participate in the evaluation of project staff performance as needed.
  • Ensure adherence to ACTED’s compliance, safety, and accountability frameworks in all activities.
  • Perform any other tasks related to WASH and Shelter activities as assigned by the Senior Officer or Project Manager.
  1. Key Performance Indicators
  • % of WASH & Shelter infrastructure constructed or rehabilitated that meets or exceeds project specifications and quality standards.
  • % of technical designs submitted on time and meeting all required standards and specifications.
  • % of tendering and procurement documents prepared accurately and submitted within required timelines.
  • % of construction and progress reports submitted in a timely and complete manner.
  • % of supervised activities that achieve planned indicators (technical quality, functionality, and service standards).
  • % of activities completed within the planned budget and timeline.
  • % of project documentation (designs, BoQs, reports, photos, etc.) maintained with required quality and submitted on time.
  • % of implemented activities that report satisfactory feedback from beneficiaries and key stakeholders.
  • Success rate of engineering studies conducted (accuracy, approval, and implementation feasibility).
  • Success rate of BoQs prepared (accuracy, cost-efficiency, and alignment with project needs).
  1. QUALIFICATIONS
  • Bachelor’s degree in civil engineering, environmental engineering, water engineering, or a related engineering field.
  • At least 3 years of relevant experience in WASH & Shelter engineering, including experience in water supply systems and sanitation infrastructure.
  • 5 years’ work experience with an INGO/NGO in an emergency and/or development setting is preferred.
  • Good experience in managing and overseeing construction and infrastructure projects.
  • Strong technical skills in water supply and sanitation construction design.
  • Good knowledge of relevant international and local standards and regulations related to WASH & Shelter.
  • Fluent in Arabic (written and spoken), and good English written skills.
  • Excellent writing and communication skills.
  • Ability to work under pressure in a fast-paced environment.
  • Good organizational and prioritization skills.
  • Proficiency in Microsoft Office, Microsoft Excel and Publisher, AutoCAD is a must, and knowledge of other engineering software is an asset.
  • Strong interpersonal and analytical skills.
