Logistics Officer At Agency for Technical Cooperation and Development

JOB OBJECTIVE
The Logistics Officer is in charge of the logistics management of Acted at the Puerto Ayacucho base level, Amazonas state, assumes the roles and functions acting within the limits of the delegated authority and in accordance with the procedures and guidelines of the logistics department, under the supervision of the Logistics leader, and/or person in charge.

OBJECTIVES
 The logistics officer assists the country’s logistics department in managing the procurement chain for the execution of program activities in the country.
 Keep the logistics department, representative, and finance manager permanently informed of all requests, acquisitions, logistics processes and/or any other eventuality that may arise in logistics.
 The logistics officer will be coordinating the activities of the logistics department with the support of the FLAT team, staying permanently communicated and synchronized in all logistics activities and procedures.
 It will guarantee the management of the fleet, fuel, premises, purchases of goods and services, communications management, stock and asset management and all other aspects related to the procurement plan
 It will guarantee compliance of Acted’s and donors’ logistical procedures in all logistical operations.
 Comply with the aspects related to the monthly logistics reports.
 Carry out any other activity related to the objective of the contract related to the logistics, administrative and document management department, as well as all other functions that are assigned to you due to the characteristics inherent to your position and conditions.

DUTIES AND RESPONSIBILITIES

Shopping

 Carry out and control all purchasing processes: application form, quotes,
purchase memo, purchase order, Memos, contracts.
 Compliance with contracting procedures with third parties.
 Focal point with suppliers.
 Preparation and monitoring of procedures (PRO-03 Supplier Database).
 Preparation and monitoring of procedures (PRO-10 OFFU).
 Ensure procurement documentation is completed and filed in accordance with
Acted procedures.
 Ensure that purchases and records pass between logistics, finance and coordination.
 Ensure purchases by other cities and departments of the Country, when the OF (order form) is
transmitted from the field and/or operations department.

Reception/dispatch management and Stock Management
 Stock management and maintenance.
 Management of IN & OUT processes in storage resources (STO-05, STO-01, STO-03).  Control the procedures for receiving and shipping goods (DEL-01, DEL-02).
 Use and maintain the inventory format (STO-02) and perform a monthly physical inventory.
 Ensure the expedition through the terrain.
 Ensure international shipments and shipments.
 Person in charge of storage.

Asset Management
 Preparation and control of the asset list (AST-05).
 Preparation and monitoring of communications (COM-02).
 Check that each of the assets is labeled and registered in the AST-05.
 Check if the asset documentation is in the appropriate folders and in
accordance with Acted procedures.
 Carry out and control ACTED procedures on the ASSETS topic.
 Management of IN & OUT processes (STO-03 + AST 04).
 Ensure that equipment is available and in good condition for each new arrival and ensure
its delivery.
 Ensure that all personnel have returned their property when they finish the mission.

Reporting
 Maintain a good flow of communication between the capital and the base.
 Send monthly and weekly reports.
 OFU: every Friday (logistics and finance meet to review each status of purchases in progress).
 TITANICS (monthly logistics report): 05 of each month (ast 05, ast 06, sto 02, it 06, it 07, acted
ghg_assessmenttool, pro-03 supplier database, com-02 monthly communication report)

Transportation
 Manage the base’s vehicle fleet, send the TRA-06 every month and logbooks.

 Take care of the pickups upon the first arrival of an expatriate on the mission and other needs
.  Support logistics in the tracking and management of vehicles.
 Carry out any other activity related to the objective of the contract related to the
logistics department, as well as all other functions that
are assigned to you due to the characteristics inherent to your position and conditions.

Link between program and logistics
 Guarantee a common dynamic between support and program departments to achieve the
best possible execution of activities.
 Raise awareness and periodically remind the procedures.
 Raise awareness and remind suppliers of compliance with the Acted code of conduct.
 Raise awareness about planning and anticipating requests.
 Raise awareness about the importance of expressing the need (technical specifications).
 Guarantee a control function over the execution of activities: choosing a location for
a distribution, a building for an awareness activity, etc.

QUALIFICATIONS, HUMAN QUALITIES, KNOWLEDGE AND TECHNICAL SKILLS REQUIRED
 Professional graduated in: Administration, Industrial Engineering, related field.
 Minimum 3 years of experience in logistics, administrative, purchasing, travel, vehicles, acquisitions, inventories, among others.
 Preferably experience in international cooperation organizations.

Contractual conditions:
 Contract for the provision of services for 5 months, with the possibility of extension.
 Fees according to the organization’s internal scale.
 Place of provision of services: Acted Puerto Ayacucho Office – Amazonas State
 Modality of provision of services: In-person with the possibility of traveling to municipalities within the state.
