Business and Digital Application Solutions Service Manager (M/F) At Doctors Without Borders

Médecins Sans Frontières, an international humanitarian medical association founded in 1971, provides medical assistance to populations whose lives are threatened: primarily in cases of armed conflict, but also epidemics, pandemics, natural disasters, or even exclusion from healthcare.

As part of a replacement, MSF is looking for its next Business and Digital Application Solutions Manager.

Context

In 2020, MSF France began a program to completely overhaul its HR information system, with implementation scheduled for April 2023. The Workday product was chosen to migrate all the functionalities of the old HR systems to a single solution, primarily administrative management, payroll, time and absence management, recruitment, and learning tools.

The HR system is also used by the International Contracting Office (SF) and targeted by other operational sections of the Movement.

Since then, this solution has also been chosen to replace the old Finance (mainly Accounting, Treasury, Fixed Assets) and Purchasing systems for the MSF France, Association, SCI, Foundation, Epicentre and MSF Logistics entities (the project is currently being deployed).”

The Business and Digital Application Solutions Manager helps define the IT strategy and translates it into policy for their department. They lead, motivate, coordinate, and manage a team to achieve set objectives. They ensure the development and management of IT systems for their department and ensure compliance with IT quality assurance and security procedures and methods. Working with the IT Director, they develop and monitor the Department’s budget.

The Head of Business and Digital Application Solutions is also responsible for the application portfolio beyond the scope of the ERP in all business areas: HR, Logistics, Medical, Operations, Supply, Finance, Communication. As well as all websites.

Main activities

Participate in defining the IT strategy and policy:

  • Collaborate to develop the association’s IT strategy based on the area managed
  • Determine priority projects based on this IT strategy and in line with the association’s main guidelines
  • Contribute to defining the IT policy for the relevant area

Manage your team hierarchically:

  • Recruit, supervise, advise, support, motivate, unite teams and develop the skills of employees.
  • Define, distribute and monitor the workload, in volume and schedule, based on forecasts of staff growth and the skills of the department
  • Define and evaluate the objectives and resources (human, technical, financial, etc.)
  • Analyze and propose solutions for continuous improvement of service productivity
  • Share information and knowledge, develop the ability to work with other services or departments in the context of managing cross-functional projects

Ensure relationships and collaboration with operational stakeholders in the field, at headquarters and internationally:

  • Develop and manage the relationship with field stakeholders and units
  • Ensure the relationship with remote sites for application support
  • Share information and knowledge, develop the ability to work with other services or departments in the context of managing cross-functional projects by ensuring the transition to Run (RFP/Choice of TMA providers, impact on the Business and IT organization)
  • As part of sharing good practices, develop work with counterparts from other MSF sections

Guarantee an operational application portfolio:

  • Guarantee an operational application portfolio that respects urbanization principles
  • Coordinate the actions of the various application managers in their department and facilitate the relationship with the business department representatives
  • Ask project managers to qualify needs and identify projects to launch,
  • Ensure, in close collaboration with the systems teams and the business lines, that applications are kept in operational condition: administration, maintenance, security, performance analysis and technical and functional documentation
  • Ensure a controlled and stable environment to support applications and websites
  • Maintain up-to-date application and functional mapping

Be the guarantor of the complete life cycle for the digital domain:

  • Ensuring the complete lifecycle for the digital domain
  • Ensure the definition of technological standards related to the digital domain
  • Supervise the collection of requirements in order to establish the list of projects
  • Ensure the proper implementation of selected projects

Manage the service and corrective or evolutionary maintenance projects:

  • Manage a portfolio of projects and ensure the consistency of projects and applications within their area of ​​responsibility with those of other areas.
  • Manage financial management (recurring and project) while ensuring compliance with budgetary procedures, develop and monitor the department’s budget
  • Communicate with business departments

Supervise IT service providers:

  • Provide a relational and contractual framework for service providers and ensure its compliance
  • Be responsible for the execution of outsourced services, supervise the activity of service providers in terms of third-party application maintenance and contribute to the updating and monitoring of various contracts and markets (CCTP and SLA)
  • Ensure compliance with service level agreements and compliance with outsourced services

Ensure application performance and security

  • Guarantee the performance and security of applications and manage their implementation
  • Monitor the department’s dashboards and ensure compliance with procedures and methods for quality assurance, urban planning, architecture and IS security

Participate in the development and monitoring of the IT department budget:

  • Develop the IT department budget with the IT Director and with all IT Managers and Business Contacts
  • Ensure follow-up
  • Prepare and participate in budget presentations to Finance and General Management

Provide advice and support to other departments:

  • Support managers in managing their tools and decision-making
  • Define and ensure the application of IT procedures and best practices
  • Supporting businesses in mapping their processes

Maintain technological monitoring:

  • Ensure technological monitoring to maintain the adequacy of IT resources to meet needs
  • As part of sharing good practices, develop work with counterparts from other MSF sections

Possible job activities:

  • Perform certain network and systems administration tasks
  • Contribute to various activities and projects
  • Directly manage IT/ICT projects as an IT project manager.

Profile sought

Experience :

  • At least 8 years of experience in managing IT development and operational maintenance projects is required.
  • Experience in an association environment is desirable.

SKILLS :

  • Very good command of project management with all its components
  • Good team management skills
  • Very good knowledge of the principles of operational maintenance and IT support
  • Excellent knowledge of IT techniques for IS security and infrastructure
  • And/or Good knowledge of development tools, computer languages, databases.
  • Very good knowledge of budget preparation (capex, opex, fixed assets, depreciation)
  • Knowledge of urbanization processes and IT architecture
  • Office: Office Pack

Mastering computer tools:

Job specifics

Status: Full-time permanent contract. Management position, based in Paris with travel within Europe and to MSF field locations. Teleworking according to MSF rules (2 days/week).

Conditions: â‚¬65,234K gross annual salary over 13 months. 22 days of RTT per year. Supplementary health insurance covered 100% by Médecins Sans Frontières. Meal vouchers with a face value of €12 (60% covered by Médecins Sans Frontières). 50% coverage of public transport tickets.
