Communications Consultant
Project: Building Resilience and Inclusion through Democratic Governance and Engagements (BRIDGE) in the Bangsamoro Phase 3
Location: Remote with periodic travel
Reporting to: BRIDGE Project Lead, The Asia Foundation
Background
As BRIDGE3 works with BARMM stakeholders and national counterparts on sensitive governance reforms, it works at a critical time in the Bangsamoro transition, as it supports improved local governance, strengthened intergovernmental coordination, and deeper policy engagement between BARMM and the national government. These reforms happen in a politically complex and often sensitive environment, requiring thoughtful communication approaches that build trust, surface local voices, and reinforce transparency and accountability.
Given this landscape, strategic communications is essential as a support function and as a tool for influence, learning, and legitimacy. The Communications Consultant will help the project strengthen stakeholder engagement through well-designed strategies and outputs. From shaping messaging around intergovernmental platforms to capturing the lived experiences of its stakeholders, effective communications will help amplify the impact of BRIDGE3 and sustain momentum for inclusive governance in BARMM.
Objectives and Scope of Work
The Communications Consultant will lead the development and implementation of a BRIDGE3 communications strategy that supports the project’s influence, transparency, and engagement goals.
Key Responsibilities:
- Develop a comprehensive communications strategy for BRIDGE3 (target audiences, messaging, channels).
- Design communication toolkits for use by LCEs, BLGA, and Council of Leaders.
- Lead the production of human-interest stories, reform narratives, and policy communication materials for its LGU Fellowship Program.
- Coordinate with BARMM and national government comms counterparts for alignment and co-branding where appropriate.
- Support the documentation and dissemination of key BRIDGE3 learnings and milestones (e.g., via newsletters, social media, or event coverage).
Deliverables:
- BRIDGE3 Communications Strategy and Implementation Plan
- Feature stories or multimedia outputs highlighting key reforms or human-interest angles
- Comms toolkits for LGUs and BARMM bodies
- Guidance note on managing strategic communications aroundsensitive intergovernmental dialogues
Qualifications:
- Proven experience in strategic communications, preferably in governance, peacebuilding, or BARMM-related contexts
- Strong writing and editorial skills
- Ability to translate complex policy into compelling narratives
- Familiarity with working with public institutions and civil society actors in the Philippines
