Terms of Reference: Disability-Inclusion Analysis Consultant – Maritime Sector
Engagement Period: July to September 2025 (Fixed Contract)
Background
Waypoints: Navigating Civil Maritime Security Reform is a program of The Asia Foundation – Philippines, supported by the Australian Government. The initiative is designed to support the Philippine government and its citizens in strengthening the systems and processes that underpin civil maritime security. Waypoints advances institutional change by promoting robust interagency coordination, communication, and cooperation. It also seeks to create inclusive spaces for dialogue among stakeholders to address critical maritime concerns in the country.
The Philippine maritime sector including fishing, security, tourism, shipping, and related areas of maritime governance plays a vital role in national development. However, the participation, challenges, and contributions of persons with disabilities (PWDs) within this sector remain under-studied. This analysis aims to provide evidence-based insights and recommendations to strengthen disability inclusion across maritime governance.
Objective of the Engagement
To conduct a comprehensive disability-inclusion analysis in the maritime sector, identifying barriers, good practices, and opportunities to enhance the meaningful participation of PWDs.
Scope of Work
The Consultant will:
- Develop a work plan and methodology for the disability-inclusion analysis.
- Conduct fieldwork, including key informant interviews and focus group discussions with identified PWDs and relevant stakeholders (e.g. maritime agencies, fisherfolk organizations, tourism operators, security bodies, shipping companies).
- Collect and analyze data on disability-inclusion gaps, enablers, and challenges across maritime subsectors.
- Draft and finalize a comprehensive analysis report, including actionable recommendations for strengthening disability inclusion in maritime governance.
Qualifications
- Proven experience in disability inclusion, social development, or related research
- Knowledge of the maritime sector or related governance areas preferred
- Strong skills in qualitative research, including conducting interviews and participatory assessments
- Excellent writing and analytical skills
