Mission :

Under the supervision of the Deputy Country Director – Support, your mission will be to ensure the proper management of funds and its transparency by ensuring the accounting and financial management of the mission in compliance with the ACF management framework and local legislation for the Democratic Republic of Congo.
In this context, your responsibilities will be to:
Contribute to the definition of the mission strategy
Guarantee the accounting of the mission
Guarantee cash management on the mission
Guarantee budgetary and financial management
Promote and ensure collaboration and financial and budgetary coordination with the mission partners
Prevent and manage situations of fraud and corruption
Supervise and support the Finance team in the capital and be the Functional Manager of the Finance Managers on the bases
Upon taking up your position, the priorities will be to:
Prepare the budget for the year 2026 and the 3-year budget
Deploy a new financial management tool
Support the finance teams on a change of accounting

Profile :

With a Master 1 and/or Master 2 degree in finance, management, or accounting, you have at least 5 years of professional experience in a similar role within an international NGO. You have experience in budget management, on multiple projects with a high volume.
You are recognized for your organizational skills, rigor, and flexibility. You are comfortable managing a complex financial system.
You have proven team management skills and strong problem-solving abilities.
You are fluent in spoken and written French. Knowledge of SAGA accounting software is a plus.

Conditions of employment

Vaccination against MPOX is recommended for employees traveling to this country.
Fixed-term contract under French law: 6 months until 12/31/2025
Gross monthly salary: from 2597 to 2968 euros depending on experience, including 13th month
Retirement insurance reimbursement for non-French citizens: 16% of gross monthly salary
Increase in basic salary: 6% every 12 months of continuous contract
Per diem and monthly living expenses: $974 net, paid in the field
Monthly context allowance: 150 euros
Child allowance: 1500 euros per year and per child present in the country of origin (ceiling of 6000 euros/year)
Transport and accommodation: Coverage of travel and collective accommodation
Medical coverage: 100% of the coverage of health contributions and repatriation insurance, your medical expenses until 1 month after the end of your contract. Salary maintenance arrangements (sickness, maternity, paternity)
Leave and RnR: 25 days per year of paid leave and 20 RnR per year; cover for the ticket with a ceiling to go to the chosen break zone, and 215 euros of fixed compensation per RnR
