General Coordinator – Humanitarian HUB, Brussels (m/f/x) At Doctors of the World – Belgium

Doctors of the World is an international medical development NGO and part of an international network. We provide medical assistance to vulnerable groups in Belgium and around the world.

THE ESSENTIALS

The Humanitarian Hub is a reception and orientation center that brings together a multitude of services and partners for people in migration or experiencing homelessness in Brussels. It includes, among other things, a day center, a psycho-medical-social service, meal distribution services, clothing and hygiene product distribution, access to showers, etc. The Humanitarian Hub is coordinated by a consortium including Doctors of the World Belgium, the Belgian Red Cross, and BelRefugees.

As general coordinator, you are:

  • Responsible for ensuring the overall consistency of the Hub through intervention frameworks, PMS practices, protection standards, and the quality of responses provided to users, while directly contributing to the operational functioning of the location.
  • Responsible for ensuring the proper functioning of the Hub in compliance with the strategies and principles defined by the Hub Steering Committee (SteerCo), which consists of the three partner organizations.
  • Responsible for overseeing the proper functioning of the project in all its aspects in line with the values ​​of the partner organizations and in compliance with Belgian and European legislation.
  • The point of contact between the various coordinators, support services, SteerCo, and other partners and external stakeholders. You contribute to and participate in strategic thinking around the issues raised by the Hub’s activities.

TASKS AND RESPONSIBILITIES

  • You are ultimately responsible for the smooth operational functioning of the Hub and the overall quality of its operation.
  • In collaboration with the SteerCo, you will develop and implement the Hub’s operational strategy. You will translate it into specific objectives, operating procedures, rules of operation and organization of activities.
  • Working closely with the deputy coordinator, you will act as a liaison between the operational teams, the managers of the various partner organizations, and the SteerCo. You will ensure the implementation of decisions made during the SteerCo meetings and escalate any issues that fall outside the scope of common operations.
  • You ensure good collaboration between the Hub’s partners, respect for each other’s principles and values, and consistency in the Hub’s external positioning.
  • You identify, analyze and address malfunctions that may impact the quality of interventions and the smooth operation of activities.
  • You are responsible for the quality of reception and support of beneficiaries & you guarantee compliance with intervention principles and protection standards.
  • You ensure compliance with regulations, collaboration agreements, administrative, health, financial and security procedures, as well as reporting requirements.
  • You make the necessary decisions on HR, financial and security matters within your area of ​​responsibility, or refer to partners and/or SteerCo when it goes beyond your mandate.
  • You provide functional supervision of the coordinators under your responsibility as well as hierarchical supervision of the N-1 functions under MDM contract.
  • You contribute to the advocacy strategy of the Hub’s partners through data collection, contextual analysis and coordination with internal and external stakeholders.

YOUR PROFILE

Education and experience

  • Master’s degree or equivalent by experience;
  • Minimum 5 years of project management experience: organization, data analysis, reporting (monitoring & evaluation system), results orientation, coordination, strategic vision;
  • Proven experience in coordinating teams and managing partnerships to enable collaboration between human resources seconded from organizations with different operating methods;
  • Work experience in/familiarity with the Belgian and/or European migration context
  • Experience in a humanitarian and development context with vulnerable populations, you are familiar with the Brussels associative sector;
  • Experience in federation or consortium projects,

  • Good diplomacy and facilitation skills
  • Good communication and presentation skills
  • Excellent staff management skills, listening and empathy
  • Autonomy, flexibility (especially regarding working hours), and the ability to manage stress and priorities are essential qualities for this role.
  • Think critically and develop a vision
  • Ability to maintain/expand the networks
  • You understand the role of the humanitarian HUB and you embody its ‘vision’
  • Fluency in French and English. Knowledge of Dutch and/or Arabic is an asset.

WE OFFER

  • A permanent, full-time contract (100% – 5 days a week – 39 hours)

  • A gross salary of €4,774.34 for 10 years of experience; a gross salary of €5,017.88 for 15 years of experience; relevant experience recognized
  • Holidays (to be prorated): 20 statutory days + 6 RTT days + 4 extra statutory days between Christmas and New Year’s
