The International Committee for Emergency Aid and Development Canada, abbreviated as “CIAUD-CA”, is an International Non-Governmental Organization under Canadian law, with its headquarters in Canada, in Gatineau, QC 200 Rue Montcalm, 1st Floor, suite 101 Postal code: J8Y 3B5, and the country office in Chad, in N’Djamena, Quartier Hilélé Rogué Klémat, with the aim of providing humanitarian and development assistance via the nexus in crisis situations including famine, disaster, natural disasters, armed conflicts, community development in developing countries in order to help populations acquire their own autonomy.

CIAUD CANADA’s interventions are focused on emergency response, development, climate change, sustainable forest management, protection (including refugees, internally displaced persons, children, women and girls, disaster victims, returnees, etc.), education, health – nutrition – food security, shelter/AME, economic development, monitoring and evaluation, water, hygiene and sanitation, and construction, logistics management and rehabilitation of basic infrastructure.

As part of the strengthening of its operational team, CIAUD-Canada , an international non-governmental organization working in the humanitarian and sustainable development fields, is recruiting a Human Resources Manager (HR Officer) .

Position: Human Resources Manager (HR Officer) (National staff)

Reporting to : Finance and Administration Manager

Type of contract : Fixed-term contract

Number of positions: 01

Location : N’Djamena

Contract Duration: 12 months with possibility of extension

Deadline: July 15, 2025

General objective of the position:

The Human Resources Manager (HR Officer) ensures the effective, strategic, and compliant management of human resources within the mission. He/she contributes to the development of human capital, ensures the implementation of HR policies, and ensures the optimal use of the Sage Pay tool for payroll management.

Main responsibilities:

1. Administrative management and payroll:

  • Oversee the entire monthly payroll process via Sage Pay (variable collection, calculations, transfers, archiving).
  • Ensure compliance of contracts, job descriptions and personnel files.
  • Ensure the application of local labor regulations and CIAUD-Canada internal procedures.
  • Update HR databases and monitoring dashboards.

2. Recruitment and integration:

  • Manage recruitment processes (publication, pre-selection, interviews, offers).
  • Implement the processes for welcoming and integrating new employees.
  • Organize HR training related to internal procedures, code of conduct, protection against sexual exploitation and abuse (PEAS), etc.

3. Skills development and performance management:

  • Coordinate performance evaluation campaigns and monitor improvement plans.
  • Identify training needs and propose an annual capacity building plan.

4. Advice and strategic support:

  • Advise management on HR issues, personnel risks and policies to be implemented.
  • Participate in conflict management and compliance with the organization’s ethical principles.

Profile sought:

Formation :

  • University degree with a master’s degree in Human Resources, Social Law, Administration, or any other relevant field.

Experience :

  • Minimum 10 years of experience in human resources management, including at least 8 years in an international NGO.
  • Proven experience using Sage Pay for payroll management.

Required skills:

  • Excellent knowledge of local labor law (Chad) and HR standards of international NGOs.
  • Proficiency in IT tools (MS Office, Sage Pay).
  • Proven proficiency in Sage Pay software for payroll management.
  • Team spirit, sense of confidentiality, rigor and proactivity.
  • Excellent communication, priority management and confidentiality skills.
  • Organizational skills, rigor, professional ethics, proactivity.

LANGUAGES :

  • Fluency in French required; English is an asset.
