Community Mobilizer – Gaziantep At GOAL

General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

GOAL has two projects (ECHO funded LINK and Irish Aid) in Türkiye, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labour. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Türkiye, by sensitization/capacity building (targeting key stakeholders and service providers, etc.) activities, and Case Management (CM) and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Türkiye. On the other hand, Irish Aid grant is targeting earthquake survivors and providing humanitarian assistance to affected families.

Job purpose:
Line managed and supervised by the Gaziantep Deputy Program Manager, the Community Mobilizer responsible for facilitating community engagement, collaboration, and empowerment across targeted communities within GOAL operating areas (Hatay, Adana, Gaziantep). You will serve as a catalyst for positive change, working tirelessly to identify needs, build strong relationships, and mobilize resources to address local challenges effectively. Your role entails coordinating activities, fostering communication, and advocating for the interests of targeted community. By serving as a bridge between the organization and multiple communities, you will play a pivotal role in promoting unity, resilience, and sustainable development across GOAL operating locations (Hatay, Adana, Gaziantep).

Duties, objectives, and competencies
•Engage with community members to understand their needs, concerns, and priorities.
•Build and maintain relationships with key stakeholders, including community leaders, organizations, and local government officials.
•Advise and assist beneficiaries about GOAL services and schedules upon completion of relevant forms/needs assessment.
•Facilitate community meetings, workshops, and events to promote dialogue, collaboration, and problem-solving.
•Identify resources and opportunities for community development and advocacy initiatives.
•Support community committees’ members to implement community-based initiatives. and provide technical support and mentoring.
•Coordinate with internal and external partners to implement programs and projects that address community needs.
•Provide support and guidance to community groups and organizations to strengthen their capacity and impact.
•Collect and analyse data to assess community needs, track progress, and measure the impact of interventions.
•Facilitate Focus Group Discussions amongst communities to identify and develop relevant training, awareness raising and information topics and deliver sessions to address gaps in protection responses.
•Encourage and facilitate participation of beneficiaries in the planning, execution, and evaluation of activities.
•Maintain professional links to all other agencies engaged in Community related work within respective program locations and represent the GOAL protection team when requested by the Deputy Program Manager and Protection and Inclusion Program Coordinator.
•Provision of case assessment to determine eligibility and plan the needed assistance; and service delivery, including accompaniment, information counselling, in kind aid delivery, etc. following a thorough protection risk analysis and case planning to beneficiaries on daily basis at the field and GOAL’s SSC.
•Plan and implement CM activities with the following steps: intake and registration, assessment, case planning, implementation, follow up and case closure.
•Ensure that protection activities are compliant with GOAL accountability principles and general protection and humanitarian aid principles.
•Ensure that all data documented and stored with due consideration of confidentiality and data protection principles.
•Ensure respective Means of Verification (MoVs) and hard copy files as to program activities (CM, Protection Outreach, Awareness Raising, etc) are issued / collected, filed, and stored at a timely fashion and as requested as per program’s MEAL Plan.
•Prepare reports, presentations, and other materials to communicate results and outcomes to stakeholders.
•Work with MEAL colleagues to ensure that appropriate monitoring and evaluation activities are undertaken to a high standard.
•Coordinate with Social Services and Statutory Officer to enhance service mapping and ensure referral mechanisms are functional.
•Make regular visits to the provinces where GOAL is in operation for relevant activities.
•Report to Deputy Program Manager at requested frequency; and prepare ad hoc reports as requested.
•Ensure adherence to internationally recognized protection principles, standards, and relevant international and local regulations.
•Ensure adherence with GOAL’s code of conducts and other internal policies i.e., on confidentiality, safeguarding, equality, diversity, and inclusion including the GOAL’s commitments to the protection from sexual exploitation and abuse (PSEA).
•Work with supervisors and peers in harmony to achieve LINK workplans, objectives and targets.
•Participate in one-to-one performance development reviews/appraisals and contribute to the identification of own development needs.
•Ensure full compliance with the GOAL’s health and safety policy and all locally agreed safe methods of work.
•Contribute to protection monitoring activities, particularly with data collection activities.
•Provide rapid/assessments for disaster survivors and conduct distribution activities (planning, reporting, field distribution) when needed.
•Any other duties related to the nature of the job as directed by the supervisor, including in person and in written translation.

Requirements (essential)
•Turkish Citizenship.
•University degree in related field (e.g., social work, sociology, international relations, law, psychology, and other relevant disciplines), and/or minimum 1-2 years’ work experience in I/NGOs (in paid or voluntary capacity) preferably in Southeast of Turkey.
•Strong communication skills, both in Arabic and Turkish. Written skills in Arabic and in English are strong assets.
•Knowledge of community development principles, strategies, and best practices.
•Proven experience planning, implementing, and reporting volunteer, committee, community activities.
•Proven experience in community organizing, mobilization, or advocacy.
•Experience in delivery of awareness raising and protection outreach activities.
•Work experience with nomadic / semi-nomadic refugees and/or those engaged in seasonal agricultural labour is a strong asset.
•Experience in teamwork with people of diverse backgrounds.
•Understanding of rights and protection issues of refugees, particularly children and women.
•Proven planning, communication, interpersonal, and representation skills.
•Strong writing and documentation skills.
•Flexibility, proactivity, enthusiasm, and willingness to learn from others.
•Good level of knowledge and practice with Word, Excel, Outlook, etc. required.
•Have no restriction to travel.
