Context:

IOM Turkey is operating in a complex migration environment. The country is hosting over 4 million of migrants and refugees under various administrative status. IOM Turkey supported developing migrant integration policy and is implementing capacity building programs aiming at social cohesion of migrants in the country and strengthening the capacity of authorities at central and local levels.

Under the overall supervision of the Deputy Chief of Mission (DCOM) in Turkiye and direct supervision of Emergency Post Crisis and Transition Coordinator (EPC&T coordinator) and in close coordination with the Economic Recovery and Labour Mobility Coordinator and relevant Divisions/Departments/Units at the Mission, the Project Officer will draft, collect and compile documentation and provide technical and administrative support for Operations and reporting under the EUD-funded “Promoting Sustainable and Socially Inclusive Labour Market Integration” project based in Ankara, Turkiye.

Core Functions / Responsibilities:

  1. Coordinate the implementation of activities required for the successful implementation of the “Promoting Sustainable and Socially Inclusive Labour Market Integration” project, following closely with other units and ensuring that the project work plans and activities are fully tracked and monitored.
  2. Work with the National Project Officer (Harmonization) to help ensure follow up of the unit’s technical components required for concept notes, proposals, work plans and budgets for grants interventions under the harmonization component of the project.
  3. Monitor project budgets, expenditures and burn rates according to internal and donor requirements.
  4. Monitor and/or supervise community engagement processes; recommend the establishment of criteria and mechanisms for beneficiary selection; facilitate adherence to principles of conflict sensitivity and accountability to affected populations.
  5. Undertake field travel to evaluate programme performance; identify and follow up on measures to remedy problems in implementation.
  6. Follow up on the schedule with contractors and implementing partners, verify results and deliverables and prepare completion certificates. Follow up with the administrative units of IOM regarding close out procedures and final payments to contractors and partners.
  7. In close collaboration with the procurement and logistics unit, coordinate the release and delivery of required materials and items in a timely manner.
  8. Liaise with counterparts and implementing partners, draft progress, and other required reports, and ensure that project data and information is archived and shared appropriately.
  9. Collect and collate information and documentation under the project and contribute to context analyses, contingency planning, and other deliverables.
  10. Support in liaising with external partners locally in relation to the project.
  11. Assist in building national capacities and provide necessary training to the relevant personnel.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Law, International Relations, Political or Social Sciences, International Development, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in programme management, implementation and/or project development;
  • Experience in coordination of various projects under the programme to help ensure maximum outputs;
  • Experience in liaising with government authorities and other national/international institutions;
  • Experience in emergency settings with in-depth knowledge of IOM/UN programme/project life cycles;
  • Experience with UN and International Agencies, international or local NGOs preferred; and,
  • Work experience in the Region is an advantage.

Skills

  • Knowledge of UN/IOM’s regulations, policies and procedures;
  • Knowledge of project budgeting and financial management;
  • Knowledge and experience in working with PRIMA is an advantage;
  • Sound writing, communication, and negotiation skills; and,
  • Excellent organization skills, analytical and creative thinking.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Turkish and/or Arabic and/or another official UN language (French, Chinese, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
