Humanitarian Access and Security Manager H/F At Handicap International – Humanity & Inclusion

Primary responsibilities

Join the team (linked with Country Humanitarian Access and Security Manager you manage a team of 1 people). Your general goal is to contribute to ensuring the security of HI-Atlas Logistique staff and assets and to increase as much as possible HI-Atlas Logistique’s access to vulnerable populations.

For this purpose, you are responsible for:

  • Responsibility 1: Strengthening the acceptance of the ATLAS program in the country/area
  • Monitors and analyses the evolution of the local and regional context.
  • Develops the network by supporting the diversification of information sources and capitalizing on information from key contacts for access purposes.
  • Reinforce as much as necessary the level of acceptance of Atlas in the different areas of intervention
  • Responsibility 2: Operational Security Management
  • Provides support and advice to the Country HAS Manager about the evolving security risks, resource requirements, security frameworks and documents, strategies and sharing of best practices for the security management of ATLAS activities in the country/area, including input to future project proposals.
  • Conduct regular field visits for access assessments, opening routes and ATLAS facility assessments.
  • Ensures good internal coordination between ATLAS and the different departments.
  • Responsibility 3: Humanitarian Access
  • Continuously analyzes the humanitarian context, identifies barriers to access, opportunities for improvement, and key actors
  • Supports the Country HAS Manager in implementing a specific strategy to improve humanitarian access
  • Contacting and conducting humanitarian negotiations with authorities and key actors
  • Preparing exploratory visits and opening new areas
  • Responsibility 4: Capacity Building and Training for Security and Access
  • Develops the security management culture within the ATLAS team
  • Conduct regular security briefings for ATLAS drivers.

Profile

Education and experience

  • You hold a Degree in security management or experience in the field of security management.
  • You have at least 2 years as a team supervisor, at least 3 years of experience in the humanitarian sector, 5 years on security management and expérience of emergency missions in instable security context

Skills and abilities

  • Excellent level in English (fluent verbal and writing).
  • Excellent communication skills
  • Good command of team management and experience in capacity building
  • Good command of computer tools
