PROJECT DESCRIPTION:
VENGOAL is seeking applications for the position of Logistics Officer for a project focused on providing technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant HIV prevention, care, and treatment services to key and vulnerable populations in selected geographic areas.
JOB DESCRIPTION
The Logistics Officer will be responsible for directing all administrative and procurement processes of the project.
PRIMARY RESPONSIBILITIES/FUNCTIONS
- Plan, organize and control all personnel actions and movements, including participation in recruitment procedures, preparation of contracts, health insurance, benefits, holidays, leave, evaluation processes, training processes and other tasks as requested by the Project Director.
- Plan, organize and control the overall office and headquarters operation, maintenance and ensure compliance with relevant office processes, standards and requirements.
- As directed by the Project Director, coordinate with local NGO partners to prepare and submit requests for the purchase of medical products on a regular basis.
- Planning, organization, and control of the vehicle fleet, including coordination and planning of its use, control of monthly routes and costs, control of maintenance, insurance, registration and all vehicle related issues.
- Responsible for supervising and coordinating the purchasing processes, including receiving purchase requests, verifying budgets, quotations, analyzing offers, final management approval, making purchases and receiving goods and services.
- Responsible for the normal running of VENGOAL leased property.
- Responsible for legal and governmental formalities such as operating permits for offices, processing of expatriate residency, entry and exit permits, visa management, processing of exemptions and waivers, processing of import and export policies, taxes and duties, labour and other permits and formalities.
- Responsible for coordinating security aspects of the office and headquarters, including, but not limited to, hiring of security guards, insurance, etc.
- Managing and obtaining credit from commercial houses in coordination with administration team.
- Review with the team the various existing administrative regulations in order to update them.
- Propose to senior management the necessary changes in any area to improve the existing ones.
MINIMUM REQUIRED PROFILE
Professional Studies /Education:
- Bachelor’s degree in: Business Administration, Operations Management, Economics, Engineering or a related field.
- Advanced degree: Master’s Degree in Business Administration (MBA) or PMP Certification (desirable).
Professional experience:
- At least 5 years of field experience at the level of Head of Management or Administrative posts and procurement procedures.
- At least 3 years of field experience in the management of procurement processes.
- At least 3 years as an administrator in international organisations.
- Extensive experience in administrative procurement management.
- Experience in the procurement of medical products and equipment is desirable.
- Experience in the design and management of tenders, import-export and procurement processes is desirable.
Knowledge/skills:
- Extensive knowledge of administrative procurement management.
- In-depth knowledge of national legislation related to the sector.
- Proven ability to produce timely logistics reports and analysis.
- Proven ability to design and maintain Logistics / Supply Chain standard operating procedures.
- Extensive knowledge and understanding of the political, social and economic situation in Venezuela.
- High proficiency in spoken and written Spanish.
- Fluency in spoken and written English is desirable.
- Critical thinking, active listening, problem-solving skills.
- Excellent planning, prioritization and monitoring skills.
- Strong interpersonal, writing, and oral presentation skills.
- Ability to work under pressure.
The position will be based in the VENGOAL HQ office. This is a national position.
