Its objective is to ensure and promote the implementation of health care with quality and relevance in each of the mission’s interventions, as well as in the planning to achieve the objectives and goals of the different projects, controlling the information collected at level of counterparts and field teams, carrying out periodic reports and monitoring of necessary processes, procedures and controls. The professional must support the logistical management of the mission, ensuring compliance with the policies and standards established by Action Against Hunger in Venezuela, donors and local legislation.

The main activities you will perform are the following:

Objective 1: Technically strengthen the pharmacy acquisition and management processes in the Venezuela mission.

  • Responsible for the implementation of pharmacy management tools and processes in the Venezuela mission.
  • Responsible for managing pharmacy stock with the tools enabled for this purpose, keeping an updated record of entries and exits, controlling expiration dates, avoiding losses and theft, and carrying out periodic inventories (monthly/quarterly).
  • Responsible for analyzing the general pharmacy stock on a monthly and quarterly basis and coordinating with the Logistics and Health-Nutrition Coordination, proposing the pertinent actions to prevent ruptures and loss of stock.
  • Responsible for implementing pharmacy waste management strategy and expired medications.
  • Periodic supervision of the operation of the pharmacy management processes of the field bases, as well as the inventory, consumption/expense of medicines and supplies, reporting alerts and preparation of forecasts and/or donation, following ACH standards.
  • Responsible for reviewing and updating internal guidelines in accordance with applicable rules, regulations and requirements of national authorities and relevant humanitarian donors on the procurement of medical products.
  • Ensure quality in the execution of pharmacy management of the implementation bases in the field, through periodic technical visits, analyzing difficulties during execution and reporting any deviations that occur, proposing corrective measures and improvement plans.
  • Evaluate the needs for medications, devices and medical equipment according to the intervention logic of each project, supported by the Health and Nutrition Coordination, following ACH standards.
  • Supervise that the pharmacy warehouses in the field are organized according to the characteristics of the space, climate and safety, and maintain optimal conservation conditions.
  • Supervise the distribution of medications, devices and medical equipment to the different health units or centers, following the criteria of quality, efficiency and equity.
  • Supervise the rational use of medications and materials, ensuring compliance with established standards and protocols, and reporting any incident or problem.
  • Support the documentation of lessons learned and successful strategies to monitor the quality of activities and care.
  • Provide the necessary technical information required for the formulation of proposals/projects, as well as the necessary contributions to the risk-benefit analysis of the local acquisition of medical equipment and pharmaceutical products, to inform decision-making.
  • Ensure proper inventory management in the warehouses of the bases and the main office.

Objective 2: Accompany the mission and counterparts towards the achievement of objectives and fulfillment of goals with quality.

  • Support and train the admin-log/pharmacy managers of the field bases, guaranteeing the implementation of the medication stock management guides and good pharmacy management practices.
  • Support and train ACH health and nutrition teams in the internal management of medication stock and good transportation, conservation and use practices.
  • Training and support of health staff at health centers in medication stock management and good pharmacy management practices.
  • Training and support to counterparts for the implementation of pharmacy management processes and tools and good practices, in accordance with ACH standards.
  • Develop and implement mechanisms for regular monitoring of counterparts and field staff, sharing key findings, providing feedback and following up on action plans.
  • Under the principles of confidentiality and the data protection policy, exchange with the ACH multidisciplinary team the results of evaluations, support plans, needs detected in the field.

Objective 3: Strengthen the administrative and logistical processes of the Venezuela mission in terms of quality management of pharmacy processes.

  • Carry out market studies to identify and obtain potential suppliers of medicines, materials and medical supplies in Venezuela.
  • Update local suppliers previously identified with QUAMED, who can meet quality standards and supply items included in the Mission’s list of standard medical products.
  • Cyclically update and implement the QUAMED evaluation to suppliers previously identified through market studies and/or other non-governmental and/or international cooperation agencies.
  • Monitoring of the pharmaceutical market (evolution of the context).
  • Build and carry out framework agreements with suppliers identified in market studies and duly approved in the QUAMED evaluation.
  • Apply quality logistical-administrative procedures and/or processes in accordance with ACH guidelines/standards.
  • Carry out supply management from receipt of the order request, to the purchase and the subsequent interaction process for payment of the purchased goods with the finance area.
  • Evaluate identified suppliers.
  • Compilation of information and evidence of the supplier’s registration with the National Medicines Regulatory Authority.
  • Collect and review supplier audit reports (if they exist and are available).
  • Conducting new audits and inspection visits to evaluate good distribution practices (GDP) and preparing audit reports for selected registered supplies
  • Support the evaluation of quality assurance of medical product manufacturers:
  • Request proforma quotes and all relevant information from local suppliers and manufacturers.
  • Perform direct quality control of medical supplies and devices, including on-site inspection (visual, mechanical, and opening testing) of sample products.
  • Complete all relevant information in an evaluation table, for analysis at the mission/headquarters.
  • Provide the additional information requested to headquarters.

Objective 4: Knowledge management – ​​reports and early warnings

  • Carry out the preparation of monthly reports on the activities carried out under its responsibility: Supply status report, warehouse stock report, reports on products about to expire, monthly logistics report, donation report, environmental report, early warnings of next purchases to be made by project.
  • Actively participate in monitoring and follow-up meetings for the implementation of activities related to the area, when required.
  • Timely report delays found in the monitoring of established activities/strategies that may represent a risk in the execution of mission projects.
  • Proactively support the search for solutions to the difficulties encountered in the follow-ups carried out.
  • Systematically use Action Against Hunger computer tools such as No Hunger Forum, GESPRA, Teams, Kobo, Share Point.

Does this description fit you?

  • University degree Bachelor of Pharmacy, with a valid professional card
  • Main quality assurance procedures for essential medicines and medical supplies, including WHO norms and standards.
  • Knowledge of MS-Office is required.
  • Excellent writing skills, including reporting on humanitarian projects with measurable results
  • Work experience in humanitarian and INGO contexts (minimum 2-3 years)
  • Experience with national or international NGOs in health matters, specifically in the acquisition and stock management of medical products.
  • Experience in supply chain procedures to healthcare facilities and community health projects.
  • Acquisition, supply and stock management of medical products (medicines, medical supplies, medical equipment, nutritional supplies)
  • Knowledge of the no harm approach
  • Outstanding knowledge of MS Office and Pharmacy information systems (e.g. MediTech, Mediware, etc.).
  • advanced level of excel
