Job Purpose:
The Programs and Partnerships Coordinator is responsible for leading and coordinating the organization’s programs in Syria, while also developing and managing relationships with donors and local/international partners. This role aims to ensure efficient and effective program implementation, enhance funding and collaboration opportunities, and maintain compliance with donor requirements. The coordinator works closely with the Executive Director and senior management to achieve the organization’s strategic goals, while maintaining high standards of institutional performance and external communication.
Duties & Responsibilities:
1. Program Management
- Lead program strategy and develop integrated concepts within GAN’s sectors of work.
- Supervise Project Managers and ensure quality implementation and reporting.
- Prepare operational plans and monitor activities against budgets.
- Coordinate with finance teams to ensure budget compliance and adjustments as needed.
- Conduct regular field visits and submit reports to senior management.
- Develop and enforce program-related policies and procedures.
2. Partnerships and Fundraising
- Build strategic relationships with donors and partner organizations.
- Identify new funding opportunities and submit project proposals.
- Develop partnership management tools such as funding trackers, reporting calendars, templates, and compliance guidelines.
- Coordinate with technical teams to prepare high-quality proposals.
- Lead partnerships with Syrian NGOs, INGOs, and service providers.
- Maintain daily communication with partners and ensure smooth information flow.
3. Representation and External Communication
- Represent GAN in meetings, forums, and coordination bodies.
- Maintain strong relationships with government entities, donors, and other organizations.
- Support GAN’s external communication strategy and ensure updated media content.
4. Team and Institutional Support Management
- Oversee recruitment and training in coordination with HR.
- Ensure effective coordination among support departments (Finance, Logistics, Procurement, etc.).
- Develop capacity-building plans and improve institutional performance.
5. Risk Management and Compliance
- Regularly update the risk register and develop mitigation plans.
- Ensure program activities comply with donor policies and requirements.
- Contribute to contingency planning and ensure program readiness.
Qualifications, Skills, and Experience
- University degree in Business Administration, Engineering, or a related field; Master’s degree preferred.
- Minimum of 3 years of experience in program and partnership management within NGOs.
- Experience working with institutional donors (e.g., HF, DFID, ECHO, GIZ, UN agencies).
- Strong leadership, organizational, and team management skills.
- Excellent reporting and communication skills (written and verbal).
- Fluency in English (spoken and written); Turkish language is a plus.
- Ability to work under pressure and manage multiple tasks.

Preparing operational plans and monitoring the implementation of activities against budgets
Coordinating with finance teams to ensure adherence to budgets and adjusting them when necessary
Conduct regular field visits and submit reports to senior management
Developing and implementing policies and procedures for programs
Second: Developing partnerships and funding
Building strategic relationships with donors and partner institutions
Identifying new funding opportunities and submitting project proposals
Setting up partnership management tools such as funding schedules, timelines, and templates
Coordination with technical teams to prepare high-quality proposals
Leading partnerships with Syrian and international organizations and service providers
Maintaining daily communication with partners and ensuring the smooth flow of information
Third: Representation and External Communication
Representing the organization in meetings, forums, and coordinating bodies
Maintaining strong relationships with government agencies, donors, and other organizations
Supporting the organization’s external communication strategy and ensuring the media content is up-to-date
Fourth: Team Management and Institutional Support
Supervising recruitment and training processes in coordination with the Human Resources Department
Ensuring effective coordination between supporting departments (finance, logistics, procurement…)
Developing capacity-building plans for the team and improving organizational performance
Fifth: Risk Management and Compliance
Update the risk register periodically and develop mitigation plans.
Ensuring that activities are consistent with donor policies and compliance requirements
Contributing to emergency planning and ensuring program readiness
Qualifications, skills and experience
A university degree in business administration, engineering, or a related field; a master’s degree is preferred.
At least 3 years of experience in program and partnership management in NGOs
Experience in dealing with international donors (such as HF, DFID, ECHO, GIZ, UN)
High leadership and organizational skills, and the ability to manage multiple teams.
Excellent skills in report writing and written and oral communication
Proficiency in spoken and written English
Ability to work under pressure and multitask
