Background:
Terre des hommes Lausanne (Tdh), founded in 1960, is the largest Swiss children’s rights organization. Tdh is dedicated to bringing about significant and lasting change in the lives of children and young people, especially those most at risk. Tdh is active in some thirty countries, in both humanitarian and development contexts.
In sub-Saharan Africa, Tdh works directly in eight countries (Burkina Faso, Burundi, Guinea, Kenya, Mali, Mauritania, Nigeria, and Senegal) and through partnerships in six others (Benin, Cameroon, Madagascar, Niger, Togo, and Uganda).
As part of the decentralization of its organizational model, Tdh has opened a regional office in Dakar, Senegal, for which a Regional Security and Safety Advisor position has been created.

Mission
: Monitors, analyzes, and reports on performance indicators related to risk management (security & safety) at the regional level in Africa.
Maintains contextual knowledge of all countries in the region and travels regularly to all countries, including at very short notice if necessary.
Promotes and ensures the application of global frameworks, standards, processes, and tools related to risk management (security & safety) in the African region.
Ensures the implementation of risk prevention (security & safety) actions and provides methodological support in the management of critical incidents.
Supports the various countries of intervention in developing and maintaining crisis management capacity.
Supports country offices in all matters related to risk management (security & safety).

Key Responsibilities :
Leadership

Management
> Where appropriate, ensures the recruitment of his counterparts in the field, in functional liaison with the relevant departments in the region and at headquarters; contributes to their integration and provides them with support and ongoing training.

Safety and Security
: Supports managers in the region’s countries of operation in implementing the risk management system, ensuring that security risks are identified, mitigated, and managed.
For each country, reviews and analyzes security plans, SOPs, contingency plans, and makes recommendations for improving risk management.
Supports delegations in implementing security incident management (notification, management, knowledge sharing, etc.).
Strengthens the capacity of teams to address risk management challenges (safety and security) at the regional level, trains delegation teams, and supports partner training.
Encourages and coordinates inter-country exchanges.
Regularly exchanges information with counterparts in other regions and at headquarters to improve and harmonize risk management in the region.
• Reports relevant information to headquarters in a timely manner to contribute to overall risk management (security and safety).
• Ensures the existence of the organization’s crisis management plan at the regional level and provides regular training to relevant personnel.
• Informs headquarters promptly of any crisis within the region, based on established frameworks and protocols.

Regional Office Management
: Manages risks (security & safety) at the regional office level in Dakar.

Requirements
Education/Qualifications
 Degree: Bachelor’s or Master’s degree in security management, international development or a related field, or equivalent professional experience.

Experience
: Significant experience of at least five years in operational safety and security management within an international humanitarian organization, with increasing responsibilities.
Prior experience in Africa and a proven understanding of regional and national dynamics are highly desirable.
Experience in crisis management and the ability to train regional teams in this area are also desirable.

Translation
 Required written and spoken languages: French and English.
 Preferred languages: Arabic, national languages ​​of our countries of operation.

Computer skills
 Proficiency in Microsoft Office suite
Objectives
The objectives for the coming period must be completed on the performance review form with the hierarchical manager and in consultation with the functional manager.
