Statement of work
- Context and justification:
Ipas Francophone Africa works to advance reproductive justice by expanding access to abortion and contraception, using an inclusive approach that encompasses health, legal, and social systems. Ipas Francophone Africa collaborates with partners to ensure the availability and accessibility of reproductive health services, including safe abortion and contraception, for all in Francophone African countries. Ipas-AF envisions building a sustainable abortion ecosystem that addresses local needs and promotes bodily autonomy and empowerment for women and girls. It employs an inclusive approach across sectors, institutions, and communities (CSOs, champions, and engaged individuals) to achieve this.
We are seeking focal points to support the coordination of sub-regional interventions in Francophone Africa and strengthen collaboration between new and existing partners, particularly at the local and national levels, on reproductive justice issues. The pool of focal points will be established in various ways, depending on the needs of the programs to be implemented in each country within the Francophone Africa region.
- Concept and definitions Focal points Ipas AF
Focal points can be independent individuals engaged in SRHRs including access to safe abortion and contraception, combating GBV as well as intersectional areas.
The Focal Points support Ipas Francophone Africa in building a sustainable abortion ecosystem that meets local needs and promotes bodily autonomy and the empowerment of women and girls in line with local regulation and the agenda of the governments of the countries of intervention.
- Main criteria for selecting focal points
- Ability to represent an organization working for reproductive justice
- A pro-choice person with proven experience in implementing SRHR activities, preferably safe abortion.
- Being a healthcare professional would be a major asset as the organization has projects focused on strengthening the healthcare system.
- To be a champion defender of the right to safe abortion
- Having a good reputation with state partners and other stakeholders
- Excellent oral and written communication
- Be based in the country concerned and available to work as a contingent worker
- Having prerequisites in administrative and financial management
Focal points will be trained on tools, strategies, and best practices to effectively address local needs. They will maintain links and connections with other regions and a broader support network, including global partners and various technical groups, working groups, etc.
- Scope of work
The main role of a focal point is to represent the organization in the country; support the Ipas Francophone Africa team in deploying its strategy in its country of residence; implement activities related to Ipas AF interventions, their contribution should be focused primarily on their assigned role according to the existing project to be implemented; establish the country’s annual action plan; implement the action plan and ensure reporting.
Expertise locale
- Conduct a capacity needs assessment of partners and develop a strengthening plan
- Provide/facilitate technical and financial support for local capacity building throughout the region
Strengthening the health system
- Join the technical working group within the country led by the Ministry of Health
- Implement the organization’s health system strengthening strategy
- Supporting the Ministry in providing access to quality and inclusive care that meets the needs of women and girls in SRHR
Partnership and advocacy:
- Identify development opportunities in terms of financing at the country level.
- Integrate technical groups with DSSR stakeholders
- Identify potential partners
Administration and logistics
- Ensure that the required legal conditions are met.
- Support in identifying consultants to assist with activities
- Provide support in administrative and/or logistical organization as needed.
- Fundamental responsibilities for all
LIAISON: to serve as a point of contact between actors working on SRHR issues including safe abortion.
SHARING : Maintain and deepen understanding of the issue of safe abortion in Francophone Africa by joining and organizing opportunities to learn about successes/failures and opportunities/challenges from already known sources (e.g., country baseline indicators and monitoring and evaluation officers from other partner organizations) and intersectional perspectives (GBV, climate change, etc.) that can ensure efforts are grounded in the realities of the lives of target populations.
LEARNING : Strengthen the capacity to strategically advance SRHRs in general and safe abortion in particular by regularly bringing together new and existing partners (e.g., coalition meetings, national working groups…) and as needed around sensitive opportunities to protect or advance the issue (national budget meetings, national quantification workshops, validations of national indicators…).
ACTION : To advocate for and implement efforts, as a representative of Ipas Francophone Africa and with other partners, that help ensure that people, wherever they are, have safe access to reproductive health services on their own terms.
SCALING UP : Access progress, collectively identify solutions to challenges and celebrate successes by coordinating and contributing to accountability activities, including sharing progress with State safe abortion programs, participating in data consensus workshops, raising awareness with local and international media, etc.
- Reports and Deliverables/Milestones
Monthly activity reports and progress reports on assigned objectives will be produced by the focal points.
Reports for each existing project in the country, according to the established conditions of the donor.
Achieving the expected results according to the specifications and overall objectives of Ipas AF.
- Selection Guide: Focal Points
The selection process for Ipas Francophone Africa focal points will be conducted locally and supported by the Ipas AF Regional Office.
- Once selected, an announcement will be made locally in relevant newsletters.
- Remote guidance will be provided by staff from the Ipas AF Regional Office.
