About STRIDES
The STRengthening Infections Disease DEtection Systems (STRIDES), a global project led by FHI 360, is a critical addition to the U.S. government’s Global Health Security (GHS) response with its focus on improving disease detection, surveillance, data collection, analysis, and reporting systems worldwide. Too many inadequate surveillance and diagnostic systems in countries hinder their ability to rapidly and effectively prevent, detect, report, and respond to the ever-increasing threat from epidemics, pandemics, and novel infectious diseases that pose a risk to U.S. national security. Through STRIDES, by strengthening surveillance, detection, and reporting systems and driving them to meet international quality and safety standards, the United States will help achieve the ultimate goal of halting outbreaks before they spread by supporting human and animal health systems to provide quality, sustainable services.
STRIDES as a global mechanism supports the Agency’s goals of capacitating at least 50 partner countries to reach demonstrated capacity against IHR metrics. STRIDES consortium is led by FHI 360 as the prime with major subcontractor Black & Veatch focusing on biosafety and biosecurity. STIRDES technical focus areas include Zoonotic Diseases, Biosafety & Biosecurity, National Laboratory Systems, Surveillance, Health emergency management and Infection Prevention and Control.
To initiate the planning and development phase of STRIDES in India, FHI 360 is seeking short-term consultancy support for the below scope of work.
Scope of Work
Reporting to the Country Representative of FHI 360 in India, the consultant will provide technical assistance in planning and start-up of STRIDES project activities in India. The specific tasks to be completed are listed below:
- Take lead in the development of the STRIDES workplan for FY25-26 for India guided by the framework agreed between FHI 360 and the USAID/Department of State.
- Support the FHI 360 Country Representative to engage with relevant government stakeholders at the national and sub-national level to support the preparatory activities under the project.
- Assist in hiring the right human resources (HR), including experts in the different technical priority areas of STRIDES.
- Assist in the selection of project geographies and local implementing partners.
- Take the lead in developing the scope of work (SOW) for the implementing partner/s based on the STRIDES workplan and act as focal point for negotiation and finalization of SOW and budgets of the implementing partners.
- Work with Strategic Information (SI) team of FHI 360 to develop the M&E plan, M&E reporting indicators, templates/formats for the project.
Qualifications and Experience
- Master’s degree in public health, medicine, international development, or a related field.
- Minimum of 8-10 years of relevant experience supporting international public health programs, including working on global projects with multiple countries.
- Proven experience in Global Health Securities at the national or sub-national level.
- Strong understanding of Government of India priorities on GHS.
- Strong understanding of USAID/USG programming, compliance, and expectations.
- Demonstrated experience of working with Ministries of Health, USG Missions, and international development partners.
- Strong relationship management skills and diplomatic communication style
- Ability to work independently and manage competing priorities, including joining meetings across multiple time zones, and ensuring on-time delivery of high-quality deliverables.
- Previous experience with FHI 360, or other USAID / CDC funded, or global projects is an added advantage. Excellent oral and written communication skills.

Consultancy Duration
30 working days spread over 2 months from the date of contracting, subject to extension based on requirement.
Location of Work
New Delhi (with potential for travel to project location, as required)
Payment Terms
- The Consultant will be compensated at a daily rate commensurate with their skills, knowledge, and expertise, and past fee rate. All payments will be made in Indian Rupees.
- Consultant will maintain a worklog to keep a track of the level of effort (LoE) that should be submitted along with the invoice.
Confidentiality and Compliance
The consultant must adhere to FHI 360’s confidentiality policies and ensure that all deliverables comply with applicable data protection and ethical standards.

- FHI 360 will not compensate offerors for preparation of their response to this solicitation.
- Issuing this solicitation is not a guarantee that FHI 360 will award a subcontract.
- FHI 360 reserves the right to issue a subcontract based on the initial evaluation of offers without discussion.
- FHI 360 may choose to award a subcontract for part of the activities in the solicitation. FHI 360 may choose to award subcontracts to more than one offeror for specific parts of the activities in the solicitation.
- FHI 360 may request from short‐listed offerors a second or third round of either oral presentation or written response to a more specific and detailed scope of work that is based on a general scope of work in the original solicitation.
- FHI 360 has the right to rescind a solicitation or rescind an award prior to the signing of a subcontract due to any unforeseen changes in the direction of FHI 360’s client, be it funding or programmatic.
- FHI 360 reserves the right to waive any deviations by offerors from the requirements of this solicitation that in FHI 360’s opinion are considered not to be material defects requiring rejection or disqualification; or where such a waiver will promote increased competition
Data produced under this solicitation belongs to FHI 360. Any distribution of data must first have written authorization from FHI 360 or its designated representative.
