OUR MISSION
Doctors of the World is an international medical development NGO and part of an international network. We provide medical assistance to vulnerable groups in Belgium and around the world.
We want universal health coverage where everyone has access to care, without barriers (financial, cultural, geographical, etc.).
To successfully carry out our mission, we rely on three pillars:

THE ESSENTIALS
TOOLINE1 is a contraction of TOOL (tools) and LINE 1 (first line). It also stands for TO LINE 1 (enabling access to first-line care).
This project does not offer medical, psychological, or social consultations but focuses on improving the traditional healthcare system. The TOOLINE 1 pilot project is being developed in three Belgian cities: Brussels, Antwerp, and Mons. It is part of a broader effort to improve the skills of healthcare professionals. The objective is to promote the inclusion of highly vulnerable populations without sustainable access to first-line healthcare. The project develops initiatives that rethink the reception, support, and, where necessary, referral of these individuals.
The Coordinator is responsible for developing a project strategy and ensuring its operationalization across Belgium, in accordance with the national strategic plan.
TASKS AND RESPONSIBILITIES
As National Project Manager for TOOLINE1:
You coordinate the development of your national project in all necessary aspects, including the search for additional resources, the development of a national advocacy strategy in line with the national strategy, external representation at the national level, budget management and reporting, the search for opportunities at the operational level (new partners, field missions, evaluations of existing projects, reorientations…) in order to guarantee the optimal and qualitative execution of activities in line with the country strategy.
Examples of tasks:
- Develop an annual project action plan for the country, based on inputs from project managers.
- Propose the project guidelines to management (strategy review, etc.).
- Coordinate national strategic thinking in collaboration with regional coordinators, project managers and management.
As Technical Supervisor of Project Managers:
You support the various territorial or thematic project managers to ensure they have an optimal working environment that takes into account available resources and respects thematic priorities. You develop the project theme in collaboration with the project managers.
Examples of tasks:
- Ensure communication between teams and cross-functionality of activities.
- Participate in the recruitment and evaluation of project managers.
As a member of the Belgian operations coordination team :
- Maintain constructive relationships with the Belgian operations support coordination team, operational and medical field staff, and other headquarters departments to ensure the cross-cutting implementation of the country strategy. You are also identified as a specialist in primary care in Belgium and access to healthcare , and contribute to discussions and strategy on this topic.
YOUR PROFILE
Education and experience
- Recognized (para)medical diploma in Belgium: preferably in general medicine with an active INAMI number or experience in primary care
- A degree and/or training in public health is an asset.
- Field experience in primary care in Belgium and knowledge of the Belgian healthcare system
- 3 to 5 years of professional experience
- Experience working within a multidisciplinary team
- Coordination experience is a plus
Specific skills
- Knowledge of and/or interest in populations excluded due to their social or administrative status, homelessness, migration, or consumption.
- Ability to analyze and express a vision on universal access to healthcare
- Project management: understanding the stages of project management and being able to coordinate work accordingly with a results-oriented approach and a strategic vision
- Computer skills: proficiency in Office suite (Outlook, Word, Teams, Excel, PowerPoint); use of other computer tools such as Canva, Lucid App or others is a plus.
- Languages: Dutch and French, fluent and at C1 level in the other language / minimum B2 level in English
WE OFFER

- A full-time, permanent contract (100% – 5 days a week – 39 hours) – possibility of an 80% contract
- Meal vouchers (€8, of which €1.09 is paid by the employee and €6.91 by the employer) – Hospitalization insurance – 100% reimbursement of public transport costs
- A gross salary of €4,453.55 for 5 years of experience; a gross salary of €4,680.73 for 10 years of experience; relevant experience recognized
- Holidays (to be prorated): 20 statutory days + 6 RTT days + 4 extra statutory days between Christmas and New Year’s
