How can you make a difference? Key functions / Responsibilities

The Local Coordinator will have the main responsibility of implementing the necessary actions (at the technical, administrative, operational and security levels) to guarantee the effective execution of the project and the fulfillment at the local level of the established goals in accordance with the procedures of the Venezuelan Red Cross and other partners involved.

He/She will be in charge of:

  • Ensure the effective implementation of the action in accordance with the technical and financial parameters established in the project.
  • Prepare and present, with the support of the national coordination, the local project management plan.
  • Lead the comprehensive management of the project in the local context according to the management plan approved for this purpose.
  • Coordinate and effectively manage project time, ensuring effective compliance with the project schedule according to its indicators.
  • Perform continuous monitoring and tracking of actions implemented at the local level, enabling timely decision-making in coordination with the central headquarters coordinator/officer.
  • In coordination with the National Coordination of the project or whoever acts in its place, coordinate what is necessary to mitigate the effect of contingencies that may arise in the operation and determine in a timely manner the decisions that prevent the delay of the implementation.
  • Report to the National Coordination of the project, as well as to the branch office designated by the local presidency.
  • As the authority responsible for local spending, it is responsible for the rational use of resources and their administration within the framework of programmed activities, as well as local and national administrative guidelines.
  • Continuously monitor the project’s budget execution.
  • Ensure compliance with procedures and requirements regarding the procurement process, delivery of items, etc.
  • Validate the necessary financial documentation within the framework of the implementation of the action (legalization of expenses, advance requests, etc.).
  • After prior coordination with the local administration, ensure the timely delivery of the necessary financial documentation.
  • Promote the proper use and optimization of the resources made available to the project.
  • With the support of local and/or national administration, conduct frequent inventory supervision.
  • Participate in the respective scenarios for coordinating humanitarian actions that are relevant at the local level to the purposes of the project under the authorization of the National Coordination and the presidency of the branch.
  • To effectively lead the team of people under your charge, promoting a harmonious and proactive work environment.
  • To guide and advise on the presentation of progress reports made by project staff in the field and to prepare the local project report.
  • Ensure the timely submission of the respective reports and summaries in the formats established by headquarters, indicating the progress of the project, the security situation, and action points in the face of possible eventualities.
  • Ensure the correct completion, registration, and filing of the verification sources provided for in the project.
  • Guide the staff under your supervision on the logic of intervention and the correct completion of the verification sources for the corresponding records.
  • To serve as a reference point and main contact for feedback and coordination with beneficiaries regarding project actions.
  • Stay informed of public order events in each location where project activities will take place and maintain close contact with operational safety representatives at the branch and headquarters. Also, submit the corresponding context analysis report to the branch and the National Coordination.
  • Immediately inform the operational safety officers about the occurrence of safety incidents on the ground, both indoors and outdoors.
  • Know and comply with the operational safety standards established for the development of the project and ensure that the team under your charge complies with the established safety standards and protocols.
  • Comply with all policies, procedures, protocols, guidelines and/or similar established by the CRV for the correct and safe development of project activities.
  • To comply with all provisions contained in the codes of conduct or any other similar provision that is currently or may be issued in the future within the institution.

Report

The Local Coordinator will report to the National Coordinator of the project and to the branch president.

To qualify as a builder of the Venezuelan humanitarian system, you must meet the following requirements:

  • University degree in administrative sciences, social sciences or health sciences.
  • Minimum of two (2) years of experience in the coordination of humanitarian assistance or social science projects at the local or regional level.
  • Knowledge of the national health system at the regional and local level.
  • Academic and practical knowledge of primary health care.
  • Ability to write accurate, structured, and coherent reports.
  • Administrative and managerial skills.
  • Experience working with the Red Cross/Red Crescent Movement is desirable.
  • Excellent communication skills, ability to build relationships at all levels.
  • Ability to work independently and as a member of a team.
  • Capacity and agreement to adhere to the Fundamental Principles of the Red Cross and Red Crescent.
  • Ability to maintain confidentiality.
  • Strong sense of responsibility and professional ethics.
