In accordance with the Cooperative’s own operating principles, these 3 positions are recruited and contracted by Solidarités International, on behalf of the hulo Cooperative.

WHAT WE DO…

The European Cooperative Society of Collective Interest “Humanitarian Logistics Cooperative”, also known as “hulo”, is the first humanitarian cooperative founded in June 2021. Led by humanitarian organizations and integrating new members regularly, hulo aims to improve the impact of humanitarian aid by strengthening collaboration and the implementation of joint projects in its countries of intervention. At hulo we are convinced that sharing and pooling resources and expertise between organizations contributes to increasing the performance of humanitarian logistics and the supply chain

Our work is based on a collaborative and participatory approach, collective intelligence, and the facilitation of a community of practice. All our activities are structured around a common objective, involving several autonomous and interdependent stakeholders who cooperate horizontally. Management is distributed, based on consultation, co-responsibility, and voluntary commitment.

In our seven countries of operation spread across three regions, we implement shared initiatives in the areas of procurement, human resources, and the environment. To support humanitarian organizations, we coordinate shared international humanitarian transport initiatives to address the most serious humanitarian crises. Finally, we are constantly developing digital solutions to serve the humanitarian community.

Within a team of around forty employees, the operations department currently consists of five people at headquarters and around fifteen in the field.

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid organization that, for nearly 40 years, has been providing relief to populations affected by armed conflicts and natural disasters by meeting their basic needs, such as food, water, and shelter. Particularly committed to combating diseases linked to unsafe water, the world’s leading cause of death, SI’s interventions leverage expertise in the areas of access to drinking water, sanitation, and hygiene promotion, as well as in the essential areas of food security and livelihoods. Present in around twenty countries, SI’s teams—a total of 2,000 people, including expatriates, national staff, permanent staff at headquarters, and a few volunteers—operate with professionalism and commitment while respecting cultures.

JOB DESCRIPTION

General objective:

The country representative develops the country strategy, represents hulo, and mobilizes and unites the broadest possible network of humanitarian organizations around hulo’s approach. They facilitate cooperation between different stakeholders and strengthen solidarity between organizations. They play a key role in the process of scaling up shared initiatives and institutionalizing new services. They ensure regular financial visibility, contribute to team cohesion, and ensure accurate capitalization.

He/she is directly supervised by the Regional Operations Coordinator.

Specific issues and challenges:

1/ Position hulo in the ecosystem and ensure stakeholder engagement.

2/ Support the intensification and institutionalization of new services.

3/ Develop value creation through the community.

4/ Participate in relations and develop the network of donors, in connection with the multi-year hulo strategy in the country.

Main missions:

  • Develop and implement the annual country operational strategy.
  • Ensure representation, connection and engagement of all stakeholders.
  • Ensure the monitoring and capitalization of each initiative while supervising the implementation of activities.
  • Manage support aspects (financial management, human resources and security management)

YOUR PROFILE

Experience/training

  • Diploma: Master’s level
  • Three to five years of experience in a similar position and in the humanitarian sector
  • Experience in coordination/representation and relations with national authorities, as well as with national and international partners.
  • Experience in managing multi-stakeholder projects, structured around a common objective, involving several autonomous and interdependent stakeholders, who cooperate horizontally.
  • Experience in managing “agile” projects, based on consultation, co-responsibility and voluntary commitment, rather than on centralized authority.
  • Good understanding of humanitarian supply chain management (SCM) and donor rules.
  • Technical and cross-functional skills
  • Strategic leadership:
    • Ability to motivate, guide and supervise different entities around a common project.
    • Ability to unite without authority.
    • Ability to negotiate/persuade and lead a meeting.

  • Language: French & English (mandatory) / Local languages ​​of the country (asset).
  • IF YOU WILL OFFER THE FOLLOWING CONDITIONS
  • Position based in the capital for Burkina Faso and the CAR, and in Goma for the DRC, with travel within the region to be expected.
  • 12-month fixed-term contract.
  • Gross monthly salary: from €3,080 (€2,800 + 10% paid leave) depending on the candidate’s experience.
  • Per diem: 600 EUR/month
  • Breaks: During the assignment, a system of alternating work and vacations is implemented at a rate of 7 working days every three months. In addition to these break periods, there is one additional day of rest per month worked.
  • Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical expenses, dental and eye care, and repatriation) and a welfare system that includes war risks. Essential vaccination and antimalarial treatment costs are reimbursed.
