Trust Consultancy & Development (TCD) is seeking multiple experienced Senior Consultants to join its roster of experts to support the delivery of Third-Party Monitoring (TPM), evaluations, and assessments across humanitarian and development programmes. https://trustconsultancy.org/
Selected consultants will be included in TCD’s consultant roster and may be considered for future short-term consultancy opportunities based on their technical expertise, geographical experience, availability, and the requirements of specific assignments.
Geographic scope: Syria, Palestine, Iraq, and/or Turkey
About the Call
Trust Consultancy & Development is expanding its roster of Syrian experts in labour markets, employment, TVET, private-sector development and economic recovery to support upcoming research, assessments, evaluations, programme design and advisory assignments in Syria.
We are particularly interested in experts with recent, first-hand knowledge of the Syrian labour market, its institutions, private sector and changing employment opportunities.
Areas of Expertise
Applicants should have strong experience in one or more of the following:
- Labour-market assessments and analysis, including labour supply and demand, employment/unemployment, wages, informality and skills gaps;
- Employer and private-sector surveys, business mapping and identification of sectors and occupations with employment potential;
- TVET and skills development, including skills-needs assessments, occupational profiling, curricula, apprenticeships and TVET–private sector linkages;
- Employment and workforce development, including youth and women’s employment, career guidance, job matching, school-to-work transition and tracer studies;
- MSMEs, entrepreneurship, livelihoods, value chains and market systems;
- Labour policies and institutions, employment services, labour legislation and social protection;
- Employment and economic inclusion of women, youth, persons with disabilities, IDPs and returnees;
- Emerging employment areas such as digital work, freelancing, green jobs and changing skills requirements;
- Quantitative and qualitative labour-market research, including employer surveys, labour-force/employment data, sampling and statistical analysis.
Qualifications & Experience
Applicants should have:
- Syrian nationality and current residence in Syria; or foreigners who are based in Syria
- A relevant university degree in economics, labour economics, statistics, development studies, public policy, sociology, business, TVET/education or a related field;
- At least 5 years of relevant experience; senior/lead experts should preferably have 10+ years;
- Recent professional experience related to the Syrian labour market, preferably within the last three years;
- Strong analytical, research and report-writing skills;
- Good knowledge of relevant Syrian institutions and stakeholders, including government bodies, employers, Chambers, business associations, TVET institutions, universities and private-sector actors;
- Arabic fluency; professional English is strongly preferred.
ILO / World Bank & International Experience
Previous experience with the ILO and/or World Bank is a strong advantage. Applicants should clearly indicate the assignment, year, role and main responsibilities.
Relevant experience with UN agencies, international financial institutions, GIZ, EU-funded programmes, INGOs or other organizations working on employment, TVET, livelihoods and private-sector development will also be considered.
